Local stakeholders in the city of Boulemane have raised questions about the condition of official (functional) housing in the province, citing what they describe as “structural constraints in management and maintenance.” They note that a significant number of these residences, belonging to various administrative sectors, are in an advanced state of deterioration due to years of neglect in maintenance and protection.
According to unofficial local estimates, a large proportion of these functional residences have lost their original purpose and have turned into abandoned buildings, giving rise to issues related to their current use.
In this context, local stakeholders have expressed concern about the social repercussions of some abandoned residences becoming unregulated spaces, suspected of being used for activities inconsistent with the purpose for which they were originally established. They warn that if this situation persists, it could have psychological and social effects on the surrounding environment, especially in neighborhoods inhabited by young people.
In recent days, local authorities—represented by the Pasha of Boulemane, with the participation of auxiliary authorities and National Promotion workers, and with logistical support from the local municipality—have carried out cleaning operations in several of these residences. The initiative included the removal of accumulated waste and addressing certain signs of neglect. Local stakeholders viewed this step as a positive initiative that helped improve environmental conditions and restore a degree of order.
However, observers of local affairs believe that these interventions, despite their importance, remain temporary unless accompanied by a comprehensive vision to sustainably address the issue of functional housing. In this regard, local stakeholders have called for consideration of lasting solutions—whether through rehabilitating these residences, repurposing them, or making a clear decision بشأن their future—to prevent them from becoming ongoing problem areas.
They also proposed submitting a request to the Governor of Boulemane Province to open this file at the provincial level and urge the concerned sectors to inventory their real estate assets related to functional housing and take the necessary measures to preserve their functional and social value, in line with the requirements of social and educational security.
These views stress that the issue of functional housing in Boulemane is not limited to real estate alone, but raises broader questions about the governance of public facilities and ways to protect them from neglect—thereby contributing to social stability and the protection of youth—pending engagement by the relevant authorities and the provision of clarifications or concrete programs to address this matter.
