Boulemane: Local Actors Denounce “Serious Violations” Affecting Security, Cleaning and Catering Workers in Educational Institutions

Local civil society actors in Boulemane Province voiced condemnation over what they described as “serious violations” of Morocco’s Labour Code and the contractual specifications, allegedly committed by certain subcontracting companies responsible for private security, cleaning, and catering services in a number of educational institutions in the province.

According to information circulated by these actors, several workers—particularly in the security sector—are reportedly required to work shifts of up to 12 hours per day, in return for wages described as very low. The same sources claim that salaries are paid irregularly and without pay slips or receipts, while also noting the alleged absence of employment contracts and failure to declare workers to the National Social Security Fund (CNSS), along with claims that some workers are deprived of workplace accident insurance.

The same sources argue that the professional and social situation in this sector has become “worrying,” warning that the continuation of such irregularities affects the social stability of workers who provide essential services in schools. They called on the competent authorities to strengthen inspections and monitoring, and to ensure compliance with legal requirements and the specifications governing these public contracts.

In the same context, available information indicates that the issue has previously been raised through a parliamentary question addressed to Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment and Skills, concerning working conditions and the rights of subcontracted employees in educational institutions in the province.
