Morocco’s Ministry of the Interior has announced—through an official circular addressed to regional governors and prefects—that it is opening applications for appointments within the Corps of Local Authority Officials (Rijal Al-Sulta). The move aims to strengthen human resources in territorial administrations and address staffing shortages recorded in several provinces, prefectures, and districts of major cities.
According to the circular, this procedure falls within the implementation of Article 6 of the Royal Decree issued on 31 July 2008 concerning the Corps of Local Authority Officials. It also comes as part of efforts to restructure territorial administration and improve its efficiency in line with the country’s development and security-related transformations.
The document clarifies that appointments will concern Ministry of the Interior employees under the general state budget, provided they meet a set of criteria. These include passing an evaluative psycho-technical assessment, followed by an oral interview, and then completing specialized training at the Royal Institute of Territorial Administration, the main institution responsible for preparing and qualifying local authority officials.
The Ministry stressed the need for a strict, individual selection process, giving priority to candidates recognized for professional competence, good conduct, discipline, and the ability to assume responsibility—given the nature of the duties assigned to local authority officials and their role in implementing public policies at the local level.
Regarding eligibility requirements, the circular states that applicants must be ranked at least in salary scale 11 (or an equivalent grade/framework), must not exceed 45 years of age as of 31 December 2025, and must have a minimum of 5 years and a maximum of 10 years of service within the administration by the same date. The Ministry also called for submitting application files وفق a specified template in a sealed envelope before the end of the current year.
In the same context, informed media sources linked this process to structural shortages in certain local administrative units—particularly within caïdats and pashaliks—amid the growing demands of field management and territorial governance. They noted that the objective is to inject new competencies, strengthen administrative presence close to citizens, and support development, investment, and ongoing projects.
