Voter registration: deadline set for December 31 as civil society groups criticize weak outreach and call for stronger awareness ahead of 2026 polls

Morocco’s Ministry of Interior has called on citizens who are not yet registered on the general electoral rolls and who meet the legal requirements to submit their registration applications by December 31, 2025, as part of the annual revision of the general electoral lists for 2026.

According to circulated information on the process, registration mainly concerns:

Anyone who has already turned 18, or who will turn 18 by March 31, 2026; and

Anyone who has never previously registered on any general electoral list.

How to submit the application

Applications to register—or to transfer one’s registration—can be filed in either of two ways:

In person at the local administrative authority (caïdat / administrative annex) corresponding to one’s actual place of residence; or

Online via the official portal: listeselectorales.ma.

The same information indicates that if a previously registered citizen changes address within the same municipality or district, they should notify the relevant local authority before December 31, 2025 to update their address and avoid any discrepancies.

To help people verify their status, the portal also provides a registration-check service. Verification can likewise be done by sending the national ID number (CNIE) via free SMS to 2727.

Parallel reactions

In related reactions, civil society actors argued that voter registration needs more visible field and digital reminders during the remaining days of December—especially as part of public attention is drawn to major events such as AFCON 2025—and called for intensified local awareness campaigns to support broader participation in 2026.
