Union Statement on Developments in PhD Access and Management of University Institutions in Fez-Meknes Region

The Regional Office of the Moroccan Union for Higher Education and Scientific Research at Sidi Mohamed Ben Abdellah University in Fez and the Regional Center for Education and Training Professions Fez-Meknes issued a detailed statement regarding the current situation of doctoral program entrance examinations for the 2025-2026 academic year, in addition to a number of accumulated organizational, financial, and administrative files within the university and training institutions.

The Regional Office held an emergency meeting on November 25, 2025, to study developments in doctoral program entrance examinations, after the office received data indicating irregularities in organizing the competition and implementing the pedagogical standards charter, especially regarding:

  • Candidacy conditions and accepted files
  • Selection committees and file evaluation criteria
  • Transparency in publishing results
  • Issues related to the new information system for digital management of candidacy applications

Second: Union’s Observations on the Conduct of the Doctoral Competition Main Irregularities Recorded

The union office recorded a number of concerning points, most notably:

  • Non-compliance with the timeline adopted by the Ministry
  • Conflicting information between administrative services and university faculties
  • Absence of “RIB” (bank details) for some accepted students, creating administrative confusion

The office warned against the continuation of the current situation, affirming that administrative malfunctions hinder the normal course of study and undermine the principle of equal opportunities. It also called on the Ministry to review a number of regulatory texts that burden the management of university institutions and create duplication between local and national decisions.
