Rabat – November 25, 2025
His Majesty King Mohammed VI, may God assist him, addressed a royal message to Mr. Kouli Sek, Chairman of the United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People, on the occasion of the International Day of Solidarity with the Palestinian People, celebrated annually on November 25.
Key Points of the Royal Message:
- Reaffirmation of Morocco’s steadfast and unwavering commitment to the Palestinian cause as a fundamental pillar for peace and stability in the Middle East.
- His Majesty’s highlighting of the humanitarian catastrophe experienced by the Palestinian people for more than two years in Gaza, the West Bank, and East Jerusalem.
- Recalling five Moroccan humanitarian initiatives since October 2023, the latest being an unprecedented air-land bridge that transported nearly 300 tons of food, medical, and relief aid to Gaza.
- His Majesty’s welcome of the recent ceasefire agreement, with special appreciation for the decisive role played by His Excellency President Donald Trump, alongside the efforts of all mediators.
- Emphasis that any just and sustainable peace must be based on five fundamental parameters:
- Unity of Gaza and the West Bank under the Palestinian National Authority,
- Support for the Palestinian National Authority under the leadership of His Excellency President Mahmoud Abbas,
- Lifting of economic, financial, and movement restrictions,
- Encouraging Palestinian reconciliation under the umbrella of the Palestine Liberation Organization,
- Launching serious negotiations within the two-state solution framework based on the June 4, 1967 borders with East Jerusalem as Palestine’s capital.
- Explicit warning against ongoing Israeli violations in Jerusalem and Al-Aqsa Mosque, and the dangers of transforming the conflict into a religious conflict that threatens the stability of the entire region.
- Condemnation of settlement expansion in the West Bank and forced displacement attempts that undermine the foundation of the two-state solution.
- Reminder of Morocco’s hosting in May 2025 of the fifth meeting of the International Alliance for Implementing the Two-State Solution, in partnership with the Kingdom of the Netherlands.
- Affirmation of His Majesty the King’s role as Chairman of the Al-Quds Committee in protecting the Holy City and the sanctity of its holy sites through diplomacy and field projects of Bayt Mal Al-Quds Agency.
- Morocco’s full readiness to contribute to any serious international process leading to just and lasting peace, away from crisis management logic.
His Majesty the King concluded his message by calling for continued international mobilization to garner support for the inalienable rights of the Palestinian people, according to the two-state solution perspective, which has become “an immediate demand imposed by political realism and human morality.”
Full Text of the Royal Message:
“Praise be to God alone, and prayers and peace be upon our Lord, the Messenger of God, his family and companions.
Your Excellency Mr. Kouli Sek, Chairman of the United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People,
Your Excellencies, Ladies and Gentlemen,
On the occasion of the International Day of Solidarity with the Palestinian People, I am pleased to address you with sincere expressions of thanks and appreciation for your devoted and continuous efforts to achieve the noble objectives of your esteemed committee, praising your commendable endeavors at the international level to support the brotherly Palestinian people and raise awareness of their just cause and legitimate rights.
This is an occasion in which we reaffirm to you the Kingdom of Morocco’s steadfast and unwavering commitment to defending the Palestinian cause and making constructive and effective contributions to finding a just solution to it, as it is the fundamental pillar and cornerstone in building the foundations of peace and stability in the Middle East region.
Your Excellencies, Ladies and Gentlemen,
Over the past two years, the Palestinian people have suffered bitter conditions that, in many cases, exceeded what humans can endure—killing, displacement, and starvation in the Gaza Strip, and daily assaults and harassment in the West Bank and East Jerusalem.
From a position of steadfast solidarity with the Palestinian people, and in response to the humanitarian catastrophe that has befallen them, the Kingdom of Morocco has, on five occasions since October 2023, initiated urgent humanitarian aid to the Gaza Strip, including food, water, relief materials, medicines, and medical supplies. The most recent was an airlift conducted in two batches, transporting approximately 300 tons of humanitarian aid, where Moroccan humanitarian aid was delivered via an unprecedented land route.
Your Excellencies, Ladies and Gentlemen,
After two years of devastating war in the Gaza Strip, intensive and persistent diplomatic efforts have resulted in a ceasefire agreement, which we hope will be implemented in all its provisions and stages, enabling the cessation of the killing machine, alleviating the suffering of the brotherly Palestinian people, allowing humanitarian aid to flow smoothly and in sufficient quantities, and then urgently launching the reconstruction process and opening horizons toward a just and comprehensive political solution to the Palestinian cause.
While welcoming this positive development, we express our appreciation for the vigorous efforts and personal engagement of His Excellency President Donald Trump, who played a decisive role in achieving this noble goal, and we value the relentless efforts of all mediators.
Your Excellencies, Ladies and Gentlemen,
We are at a pivotal moment, filled with hope in the Palestinian people’s long journey toward freedom and independence, and we must invest all its opportunities and possibilities through continued regional and international mobilization to ensure the implementation of all provisions of this agreement and progress through all its stages.
The Kingdom of Morocco, continuing its peace-supporting approach, affirms its full readiness to actively contribute to all agreed-upon stages and tracks in this framework.
In this context, any international effort aimed at achieving just and sustainable peace must, in our view, be based on the following parameters:
- Ensuring the unity of the Gaza Strip and the West Bank, politically and administratively, under the supervision of the Palestinian National Authority, with the prospect that they together form an integral part of the desired Palestinian state, with East Jerusalem as its capital.
- Supporting the Palestinian National Authority, under the leadership of my brother, His Excellency President Mahmoud Abbas, and strengthening its political, administrative, and financial capacities.
- Supporting the Palestinian economy by lifting restrictions on the movement of goods, money, and people.
- Encouraging Palestinian reconciliation efforts to ensure Palestinian national unity under the umbrella of the Palestine Liberation Organization.
- Launching a serious negotiation process between the two parties, according to a precise and defined timetable, and within the vision of the two-state solution, aimed at establishing a sovereign and viable Palestinian state on the borders of June 4, 1967, with East Jerusalem as its capital, living in security and peace alongside the State of Israel.
Your Excellencies, Ladies and Gentlemen,
One cannot speak of a just and sustainable solution to the Palestinian cause without serious and responsible treatment of the issue of Holy Jerusalem, given the strong symbolism and high sensitivity that the Holy City represents.
Recognizing this dimension, we continue, in our capacity as Chairman of the Al-Quds Committee, emanating from the Organization of Islamic Cooperation, persistent efforts to preserve its authentic civilizational character, maintain its legal status, and defend the sanctity of its Islamic and Christian holy sites, through combining diplomatic action and field work embodied in social projects implemented by Bayt Mal Al-Quds Al-Sharif Agency.
In this regard, we can only express our deep concern about the escalation of provocative unilateral Israeli measures in the city of Jerusalem and repeated violations of the sanctity of Al-Aqsa Mosque. These are serious transgressions whose grave consequences we continue to warn against, which contribute to fueling extremism and hatred at the expense of voices of wisdom and balance. These practices, if they continue, threaten to drag us into a vortex of religious conflict that may, God forbid, ignite the entire region.
While the world’s attention is focused on recent positive developments in the situation in the Gaza Strip following the ceasefire, the West Bank is experiencing a reality no less tragic and dangerous due to the expansion of settlements and intensification of daily attacks against Palestinians and their property, with the aim of displacing peaceful residents, toward imposing de facto and legal annexation, which will undermine the material foundation of the two-state solution.
Your Excellencies, Ladies and Gentlemen,
The growing global momentum supporting the Palestinians’ right to establish their independent state within the framework of the two-state solution, manifested in a series of continued international recognitions of the State of Palestine, strengthens the dynamic launched by the Global Alliance for Implementing the Two-State Solution, initiated by the Kingdom of Saudi Arabia and the French Republic, and reflects the growing conviction that there is no alternative to this solution and no room for further procrastination in its implementation on the ground.
In engagement with and support of this dynamic, the Kingdom of Morocco hosted, in May 2025, the fifth meeting of the International Alliance for Implementing the Two-State Solution, in partnership with the Kingdom of the Netherlands.
The two-state solution has thus become an immediate demand imposed by political realism, in addition to its humanitarian and moral dimension of rendering justice to a people who have been deprived, for decades, of their legitimate political rights and human dignity guaranteed by all divine and man-made laws.
Your Excellencies, Ladies and Gentlemen,
The Kingdom of Morocco, from its steadfast and deep-rooted belief in the centrality and justice of the Palestinian cause, its adherence to the choice of just peace, and its keenness to invest the positive momentum resulting from the ceasefire agreement, affirms its readiness to engage in international efforts aimed at creating conditions to revive the peace process in the Middle East, within clear criteria and a reasonable time horizon, away from crisis management logic, achieving security, stability, and prosperity for all peoples of the region.
In conclusion, I renew my sincere thanks to the members of the esteemed UN Committee, urging them to continue their sincere efforts to mobilize international support for the inalienable rights of the Palestinian people, within a perspective that seeks to contribute constructively to reaching a just and lasting peace, based on the two-state solution.
May God grant you success and guide your steps, and peace, mercy, and blessings of God be upon you.”
