Ministry of Interior Reveals 302 Legal Proceedings Against Municipal Elected Officials Due to Local Management Violations in 2025

Rabat – November 12, 2025 – The Ministry of Interior revealed in its annual report on the assessment of its work for fiscal year 2025 alarming figures related to legal proceedings against municipal elected officials, totaling 302 cases, including 52 current presidents, 69 former presidents, 57 vice presidents, and 124 municipal council members.

The report indicated that these proceedings resulted from legal violations or cases of incompatibility in functions, leading to the dismissal of 63 members from their representative duties, including 20 municipal council presidents, 36 vice presidents, and 7 members of professional chambers.

Dismissal Requests and Dissolution of Municipal Councils

The report noted that governors and provincial governors issued 216 dismissal requests against elected officials, whose files were referred to the judiciary due to legal violations. Additionally, 8 municipal councils were dissolved as a result of the deterioration of their functioning and the impact on citizens’ interests due to internal divisions and conflicts, with special committees appointed to manage current affairs.

In the same context, the Ministry received 18 files from elected council members demanding the dismissal of their colleagues due to legal violations, conflicts of interest, or requests to withdraw resignations, but the administrative courts rejected all these requests.

The Minister of Interior also issued 28 decisions declaring the resignation of members from provincial and prefectural councils, for reasons related to loss of legal eligibility, dissolution of territorial councils, voluntary resignation, or death, alongside two dismissal decisions due to residing abroad.

Complaints, Resignations, and Deaths

The report documented 291 complaints from municipal council members, citizens, and associations, related to financial and administrative violations, urban planning issues, and conflicts of interest. It also recorded 289 voluntary resignations and 128 deaths among elected officials.

These figures reflect the scale of dysfunction and corruption affecting local affairs management, prompting the Ministry to intensify legal and administrative follow-ups and procedures to establish principles of transparency and accountability, and ensure proper management of local public affairs and service to citizens’ interests.
