“In the name of God, the Most Gracious, the Most Merciful.
Praise be to God, and peace and blessings be upon our Master, the Messenger of God, his family, and his companions.
God Almighty said: ‘Indeed, We have given you a clear conquest.’ True is the word of God the Most High.
My dear people,
After fifty years of sacrifices, we are now embarking, with God’s help and success, on a new conquest in the path of consolidating the Moroccan identity of the Sahara and definitively closing this fabricated conflict, within a consensual framework based on the autonomy initiative.
It is a source of pride that this historic turning point coincides with the commemoration of the 50th anniversary of the Green March and the 70th anniversary of Morocco’s independence.
On this occasion, I am pleased to share with you today the feelings of satisfaction regarding the content of the latest United Nations Security Council resolution.
We are living through a decisive phase and a crucial turning point in the history of modern Morocco. There is before October 31, 2025, and there is after it.
The time has come for a united Morocco, from Tangier to Lagouira, where no one will encroach upon its rights or its historical borders.
My dear people,
I previously stated that, in the issue of our territorial integrity, we have moved from a phase of management to a phase of change.
The dynamic we launched in recent years has begun to bear fruit on all levels.
Two-thirds of the countries at the United Nations now consider the autonomy initiative as the only framework for resolving this conflict.
Moreover, recognition of the Kingdom’s economic sovereignty over the southern provinces has seen a significant increase, following decisions by major economic powers such as the United States of America, France, the United Kingdom, Russia, Spain, and the European Union, encouraging investments and trade with these provinces.
This positions them to become a hub for development and stability, and an economic axis in their regional environment, including the Sahel and Sahara region.
Today, praise be to God, we are entering the phase of resolution at the international level, where the Security Council resolution has defined the principles and foundations capable of finding a final political solution to this conflict, within the framework of Morocco’s legitimate rights.
In the context of this UN resolution, Morocco will update and detail the autonomy initiative and submit it to the United Nations to form the sole basis for negotiations, as it is the realistic and applicable solution.
We must not fail here to express our thanks and appreciation to all the countries that contributed to this change through their constructive positions and tireless efforts in support of truth and legitimacy.
I particularly mention the United States of America, under the leadership of our friend, His Excellency President Donald Trump, whose efforts paved the way to reaching a final solution to this conflict.
We also thank our friends in the United Kingdom and Spain, and especially France, for their efforts to ensure the success of this peaceful path.
We extend our deepest gratitude to all the sister Arab and African countries that have consistently expressed their unwavering and unconditional support for the Moroccan identity of the Sahara, as well as to various countries around the world that support the autonomy initiative.
Despite the positive developments in our territorial integrity issue, Morocco remains committed to finding a solution where there is neither victor nor vanquished, preserving the dignity of all parties.
Morocco does not consider these transformations as a victory, nor does it exploit them to fuel conflict and disagreements.
In this context, we extend a sincere appeal to our brothers in the Tindouf camps to seize this historic opportunity to reunite with their families, and to take advantage of what the autonomy initiative offers to contribute to managing their local affairs, developing their homeland, and building their future within a united Morocco.
As the King of the country and guarantor of the rights and freedoms of citizens, I affirm that all Moroccans are equal, with no difference between those returning from the Tindouf camps and their brothers within the homeland.
On another note, I call upon my brother, His Excellency President Abdelmadjid Tebboune, for sincere fraternal dialogue between Morocco and Algeria to overcome differences and build new relations based on trust, fraternal ties, and good neighborliness.
We also renew our commitment to continue working toward reviving the Maghreb Union on the basis of mutual respect, cooperation, and integration among its five countries.
My dear people,
The comprehensive development, security, and stability that our southern provinces are experiencing are thanks to the sacrifices of all Moroccans.
We cannot but express our pride and appreciation for all our loyal subjects, especially the inhabitants of our southern provinces, who have always affirmed their attachment to the nation’s sacred values and to national and territorial unity.
We also commend the tireless efforts made by official, party, and parliamentary diplomacy, as well as various national institutions, to definitively close the file of our territorial integrity.
We seize the immortal anniversary of the Green March to recall with all reverence and appreciation the immense sacrifices made by the Royal Armed Forces and security forces in all their components, along with their families across the country, over the past fifty years, in defense of the nation’s unity and the preservation of its security and stability.
We also pray for the pure souls of its creator, our late father, His Majesty King Hassan II—may God rest his soul in peace—and all the righteous martyrs of the nation.
Peace be upon you, and God’s mercy and blessings.”
