The National Social Security Fund (CNSS) has announced the launch of the implementation of Decision No. 1314.25 related to the social contribution base, starting from October 1, 2025.
According to a press release issued by the CNSS, this decision aims to clarify the components of wages and allowances that are excluded from the contribution base, and to define the ceilings and exemption conditions. The initiative seeks to eliminate ambiguities found in some current regulatory texts, unify practices at the monitoring level, and provide simplified tools to help employers implement the new requirements smoothly and effectively.
The CNSS also called on all employers to review their payroll configurations and adjust their internal procedures to comply with the new provisions, ensuring a seamless transition to the updated system.
As part of this effort, the CNSS has developed a comprehensive support program for employers and social partners, aimed at facilitating the understanding of the new provisions and ensuring a smooth shift to the new system. The program includes a guide explaining the new contribution base and regional awareness and communication meetings with various stakeholders.
