As part of the national strategy of the Ministry of Youth, Culture, and Communication – Youth Sector – aimed at strengthening the active roles of associations in youth guidance and capacity building, the ministry announced the launch of a support program for association projects for the year 2025. The program focuses on supporting youth initiatives aimed at developing skills, citizenship, volunteering, as well as areas of creativity, social innovation, and mental health.
The Secretary-General of the Youth Sector, Mr. Mostafa Masmoudi, issued a memorandum to regional directors urging them to actively engage in implementing and monitoring this program according to the guidelines and procedures outlined in the accompanying manual.
Proposed Project Areas
The ministry identified three main axes for framing projects proposed by active associations within youth institutions:
- Civic participation and volunteering.
- Social innovation and youth integration.
- Mental health and combating violence.
Associations were invited to prepare their projects and select one of these themes to participate in the program, with the financial support for each project capped at 10,000 Moroccan dirhams.
Application Deadlines and Selection Criteria
The ministry set the deadline for receiving support applications as October 17, 2025, at 4:30 p.m. Regional directorates will select four projects from all applications submitted within each provincial directorate.
Applications will be studied and evaluated according to the conditions and criteria specified in the procedure manual. Regional committees will be activated to assess applications and ensure compliance with the defined criteria.
Monitoring and Evaluation
The ministry emphasized the necessity for regional and provincial directorates to oversee the implementation of projects within the concerned youth institutions and prepare periodic reports on progress and achievement of set objectives.
It also stressed the importance of associations submitting detailed literary and financial reports by the end of 2025, accompanied by photos and documents proving the execution of activities. Copies of these reports should be sent to the provincial and regional directorates, as well as a third copy to the Youth Directorate.
This program is part of the Ministry of Youth, Culture, and Communication’s efforts to strengthen purposeful associative work and to consolidate the values of civic participation, creativity, and innovation among Moroccan youth.
