Ministry of Interior Urges Local Authorities to Direct 2026 Budgets Towards Employment, Education, Health, and Water

The Ministry of Interior, through the Directorate of Local Authorities’ Finance, has issued official instructions to all regional governors and provincial prefects, calling on them to allocate the 2026 budgets of local authorities in alignment with the strategic priorities set by King Mohammed VI in his recent Throne Day speech.

In an official memorandum dated October 6, 2025, the ministry emphasized the need to move beyond traditional approaches to local development planning and adopt an “integrated territorial development approach” that considers the specificities of each region and ensures equitable distribution of development benefits to all citizens, without discrimination or exclusion, in accordance with the royal directives.

The memorandum stressed that the coming phase requires focusing efforts and financial resources of local authorities on four main pillars: supporting employment and job creation; strengthening essential social services, particularly in education and healthcare; adopting proactive and sustainable management of water resources to address water stress and climate change challenges; and launching integrated territorial rehabilitation projects aligned with major national initiatives.

The ministry clarified that these directives serve as a clear roadmap for local authorities in preparing their budgets for the upcoming year, consistent with the King’s vision aimed at achieving just and balanced development across the kingdom’s regions.

This move comes amid a national context marked by rising social demands and protests in critical sectors such as education and health. Therefore, the Ministry of Interior underscores the importance of ensuring that local budgets reflect the priorities and expectations of citizens, contributing directly to improving living conditions and promoting social and spatial justice.
