Full text of the royal speech on the occasion of the 26th anniversary of the glorious Throne Day

In the name of God, and prayers and peace be upon our Master, the Messenger of God, his family, and companions.

My dear people,

The celebration of the glorious Throne Day is an annual occasion to renew the bonds of mutual allegiance, and the feelings of love and loyalty that constantly unite us, growing stronger and firmer with the passage of time.

It is also an occasion to take stock of the nation’s condition: the gains we have achieved, the projects and challenges ahead, and the outlook toward the future with full confidence and optimism.

Since my accession to the throne, we have worked to build an advanced, unified, and solidary Morocco by promoting comprehensive economic and human development, with a focus on enhancing its position among emerging countries.

What our country has achieved is not by chance, but the result of a long-term vision, sound major developmental choices, and the political and institutional security and stability that Morocco enjoys.

Based on this strong foundation, we have sought to strengthen the economic and social growth factors, according to the new development model, and to build a more competitive, diversified, and open economy within a sound and stable macroeconomic framework.

Despite recurring years of drought and the worsening of international crises, the national economy has maintained a significant and steady growth rate in recent years.

Morocco is witnessing an unprecedented industrial renaissance, with industrial exports more than doubling since 2014, especially those related to Morocco’s global professions.

Thanks to the strategic directions adopted by Morocco, sectors such as automotive, aviation, renewable energy, food industries, and tourism today constitute key drivers of our rising economy, both in terms of investments and job creation.

The rising Morocco is characterized by the diversity of its partners, considered as a land for investment and a responsible, trustworthy partner. The national economy connects to nearly three billion consumers worldwide, thanks to free trade agreements.

Morocco currently possesses modern and robust infrastructure with international standards.

To strengthen this infrastructure, we recently launched the extension works of the high-speed train line linking Kenitra and Marrakech, as well as a group of major projects in the fields of water and food security, and the energy sovereignty of our country.

My dear people,

You know well that I would not be satisfied, no matter the level of economic development and infrastructure, if they do not concretely contribute to improving the living conditions of citizens, from all social groups and across all regions and areas. Therefore, we have always attached special importance to promoting human development, generalizing social protection, and providing direct support to deserving families.

The results of the 2024 general population census revealed a set of demographic, social, and spatial transformations that must be taken into account when preparing and implementing public policies.

For example, there has been a significant decline in the level of multidimensional poverty nationwide, from 11.9% in 2014 to 6.8% in 2024.

Morocco has also crossed the threshold of the Human Development Index this year, placing it in the category of countries with “high human development.”

Unfortunately, some areas, especially in rural regions, still suffer from manifestations of poverty and vulnerability due to the lack of infrastructure and essential facilities.

This is inconsistent with our vision of today’s Morocco and our efforts to promote social development and achieve spatial justice.

There is no place today nor tomorrow for a Morocco moving at two speeds.

My dear people,

The time has come to make a real leap in the comprehensive rehabilitation of territorial areas and to catch up on social and spatial disparities.

Therefore, we call for a shift from traditional approaches to social development to an integrated territorial development approach.

Our goal is that the fruits of progress and development should include all citizens, in all regions and areas, without discrimination or exclusion.

To this end, we have directed the government to adopt a new generation of territorial development programs, based on valuing local specificities, consolidating advanced regionalization, and the principle of integration and solidarity between territorial areas.

These programs must unify the efforts of various actors around clear priorities and projects with tangible impact, especially concerning:

  • First: Supporting employment by valuing regional economic qualifications and providing a suitable climate for local initiative and investment;
  • Second: Strengthening basic social services, especially in education and health care, in a way that preserves citizens’ dignity and consolidates spatial justice;
  • Third: Adopting a proactive and sustainable management of water resources amid increasing water stress and climate change;
  • Fourth: Launching integrated territorial rehabilitation projects in alignment with the country’s major national projects.

My dear people,

With approximately one year remaining before the upcoming legislative elections, to be held on their constitutional and legal ordinary date, we emphasize the necessity of providing the general system framing the elections of the House of Representatives, to be adopted and known before the end of this year.

In this context, I have given my supreme instructions to the Minister of Interior to ensure proper preparation for the upcoming legislative elections and to open the door for political consultations with various stakeholders.

My dear people,

Alongside our keenness to consolidate Morocco’s position as an emerging country, we reaffirm our commitment to openness towards our regional environment, especially our immediate neighbors, in our relationship with our brotherly Algerian people.

As King of Morocco, my position is clear and firm: the Algerian people are a brotherly people, bound to the Moroccan people by deep human and historical ties, linked by language, religion, geography, and shared destiny.

Therefore, I have always sought to extend the hand to our brothers in Algeria and expressed Morocco’s readiness for frank and responsible dialogue — a brotherly and sincere dialogue — about the various outstanding issues between the two countries.

Our firm commitment to the extended hand to our brothers in Algeria stems from our belief in the unity of our peoples and our joint ability to overcome this unfortunate situation.

We also confirm our adherence to the Maghreb Union, confident that it cannot exist without the engagement of Morocco, Algeria, and the other brotherly countries.

On the other hand, we take pride in the growing international support for the autonomy initiative as the sole solution to the conflict over the Moroccan Sahara.

In this regard, we extend our thanks and appreciation to the friendly United Kingdom and the Portuguese Republic for their constructive stance supporting the autonomy initiative within the framework of Morocco’s sovereignty over its Sahara, and for strengthening the positions of many countries worldwide.

As much as we cherish these positions that uphold truth and legitimacy, we affirm our keenness to find a consensual solution with no victors or vanquished, preserving the dignity of all parties.

My dear people,

On the occasion of commemorating the glorious Throne Day, we salute and express appreciation to all components of our Royal Armed Forces, the Royal Gendarmerie, the territorial administration, the National Security, Auxiliary Forces, and Civil Protection for their dedication and continuous mobilization under our leadership to defend the unity, security, and stability of the nation.

We also solemnly remember the pure souls of Morocco’s righteous martyrs, foremost among them our grandfathers and our honored fathers, His Majesties Kings Mohammed V and Hassan II, may God exalt their resting places.

In conclusion, the Almighty said: “So let them worship the Lord of this House, who has fed them against hunger and made them safe from fear.” – The Truthful Word of God.

Peace, mercy, and blessings of God be upon you.
