Message of Loyalty and Devotion to His Majesty King Mohammed VI on the Occasion of the Closing of the Second Legislative Session 2024-2025

The Royal Court received a message of loyalty and devotion addressed to His Majesty King Mohammed VI from the President of the House of Councillors, Mr. Mohamed Ould Rachid, on the occasion of the closing of the second legislative session of the year 2024-2025.

On this occasion, the President of the House, on his own behalf and on behalf of all members of the Council, expressed the highest and most sincere feelings of allegiance, faithfulness, and devotion to His Majesty, praying Almighty God to preserve and protect His Majesty and grant him lasting health and wellness, so that he may continue to achieve for his loyal people the progress and prosperity he aspires to, as well as the highest status for which he works with sincere faith and steadfast determination.

Mr. Ould Rachid highlighted the coincidence of the session’s closing with nationwide celebrations honoring the 26th anniversary of His Majesty’s enthronement. He extended to His Majesty and the entire royal family his heartfelt congratulations and best wishes for continued health and wellbeing.

The President emphasized that under His Majesty’s wise leadership, all regions of the Kingdom have benefited from generous care and have witnessed significant development projects—economic, social, and structural—building a flourishing present and a promising future for Morocco.

He affirmed the House of Councillors’ firm commitment, in all its components, to actively contribute to this victorious developmental journey. He praised the legislative achievements during this spring session, particularly regarding improving legislative output, judicial reform, strengthening social protection and healthcare coverage, reforming local government finances, safeguarding public finances, and protecting cultural heritage.

Furthermore, Mr. Ould Rachid highlighted the dynamic legislative initiative of Council members in proposing amendments and new laws, alongside strengthened parliamentary oversight exercised through questioning the government on key strategic issues of public interest such as water, agriculture, employment, investment, social economy, energy transition, digital transformation, and administrative reform. The Council also followed the advancement of policy evaluation according to scientific and field methodologies.

He noted the continued enhancement of coordination and cooperation between the House of Councillors, the House of Representatives, and other constitutional institutions, based on an institutional vision emphasizing efficiency and complementarity between the functions of these bodies.

Regarding societal engagement, the President underscored the Council’s openness to current and future social issues, affirming its commitment to accompany the Kingdom’s major reform programs under the enlightened leadership of His Majesty, striving to remain a platform reflecting citizens’ aspirations and concerns and promoting pluralistic societal dialogue.

Mr. Ould Rachid also pointed to the distinguished and qualitative presence of the Council’s parliamentary diplomacy during this session, both bilaterally and multilaterally, by strengthening cooperation with various national, regional, continental, and international parliaments in line with His Majesty’s directives. This engagement is part of national diplomacy efforts aimed at fiercely defending Morocco’s supreme interests, foremost among them being the Moroccan Sahara issue.

The Council maintained its openness to parliamentary spaces across Africa, the Arab world, Latin America, the Caribbean, and Asia through active participation in various conferences and forums, organizing and conducting high-level visits relating to multiple geopolitical regions. It also hosted major royal-sponsored events such as the Parliamentary Forum for Economic Cooperation with the Economic and Monetary Community of Central Africa (CEMAC), the Parliamentary South-South Dialogue Forum, and the Euro-Mediterranean and Gulf Parliamentary Economic Forum.

In conclusion, Mr. Mohamed Ould Rachid affirmed the House of Councillors’ ongoing support for South-South cooperation initiatives, the reinforcement of Morocco’s role as a key actor in promoting dialogue and rapprochement among peoples and parliaments, and its parliamentary contribution to consolidating growing international recognition of the autonomy initiative in the Kingdom’s southern provinces as the sole and exclusive solution to the artificially contrived conflict over the Moroccan Sahara.
