In a major preemptive counterterrorism operation, Morocco’s Central Bureau of Judicial Investigations (BCIJ), under the General Directorate for Territorial Surveillance (DGST), has successfully dismantled a terrorist cell loyal to the so-called Islamic State (ISIS). The cell was operating in the northern cities of Tetouan and Chefchaouen.
Key Details:
The dismantled cell consists of four radicalized individuals, aged between 20 and 27, who had begun planning terrorist acts targeting the Kingdom’s security and public safety.
During the raid, authorities seized:
- A handwritten pledge of allegiance (“bay’ah”) to the self-proclaimed ISIS leader
- A video recording of the allegiance
- An ISIS-style black flag bearing extremist symbols
- A black uniform and imitation weapons (mock rifles and pistols)
- Electronic devices currently under technical examination
Early Findings:
Initial investigations reveal that the suspects had already conducted field tests for manufacturing explosive devices in mountainous areas near Tetouan. Their objective was to carry out terrorist attacks within Moroccan territory.
All four suspects have been placed in custody under the supervision of the Public Prosecutor’s Office specializing in terrorism cases, pending further investigation into possible foreign ties or broader affiliations.

This successful operation is part of Morocco’s proactive counterterrorism strategy, executed under the high directives of His Majesty King Mohammed VI, Supreme Commander and Chief of Staff of the Royal Armed Forces. The effort highlights the high vigilance of Moroccan intelligence and security services in neutralizing threats before they materialize.
