Controversial Kiss Scene Filmed in Tangier Sparks Wide Debate and Reaches the Courts

Tangier, June 30, 2025 – The filming of a kiss scene in a public space at 9 April Square in Tangier has ignited widespread controversy in Morocco. While some view it as an infringement on public decency, others defend it as an expression of artistic freedom. The matter has now reached the judiciary following an official complaint filed with the Public Prosecutor’s Office in Rabat.

A video circulating on social media shows a prolonged kiss between two foreign actors in front of the Moroccan flag and in a crowded public area, as part of a film shoot. The scene sparked intense debate, with supporters seeing it as legitimate artistic expression and opponents condemning it as a violation of societal norms and values.

Beyond social media discussions, the Center for the Protection of Social Rights and Development Strategies filed an official complaint on June 26 with the Public Prosecutor’s Office in Rabat, calling for an investigation into the incident.

The Center described the controversial scene — which was reportedly repeated multiple times in different parts of the square, sometimes without a visible film crew — as a violation of the law and an affront to the moral values of Moroccan society. They argued that this reflects a deliberate intent to shock public opinion and linked the case to organized digital defamation campaigns against Morocco, particularly in connection with its diplomatic successes on the Sahara issue.

The Center accused several parties, including the Moroccan Cinematographic Center (CCM) for approving a script containing scenes deemed unethical, the production company, the actors, the technical team, and the Tangier municipality. The latter was criticized for lax supervision of public spaces due to the absence of law enforcement during filming.

The complainants called for a thorough investigation to identify responsibilities and enforce the necessary legal measures.

Simultaneously, the Center submitted complaints to the Ministry of Interior, the Ministry of Youth, Culture and Communication, and the National Human Rights Council (CNDH), warning of a dangerous process of normalizing immoral behavior that threatens the moral and psychological stability of society.

The statement concluded by affirming that artistic freedom cannot be used as a pretext to legitimize moral decay or disrespect national symbols under the guise of creative expression.
