Hammouchi Participates in International Security and Intelligence Meeting in Moscow to Discuss Global Threats

Moscow, Russia – Mr. Abdellatif Hammouchi, Director-General of National Security and Territorial Surveillance, is currently on a working visit to the Russian capital, Moscow, from May 27 to 29. He is representing the Kingdom of Morocco at the 13th International Meeting of High-Ranking Officials Responsible for Security and Intelligence Issues.

This meeting holds significant importance in global security affairs, distinguished by the participation of heads and officials from security and intelligence agencies of over 100 countries from the Global South, East, and CIS countries. Also in attendance are numerous international and regional organizations, including the Collective Security Treaty Organization, the Eurasian Economic Union, and the Shanghai Cooperation Organization, alongside various other international bodies with intersections in the security domain.

Organized by the Russian National Security Council, this meeting has been held regularly since 2010. It serves as a strategic forum for coordination and exchange of perspectives among many nations on developing collective mechanisms to address increasing global risks and to discuss international policies for neutralizing emerging threats, thereby contributing to the consolidation of international peace and security.

The forum’s proceedings are chaired by Mr. Sergey Shoigu, Secretary of the Russian Security Council. The event was marked by the physical presence of Russian Foreign Minister Sergey Lavrov and an inaugural address delivered remotely by Russian President Vladimir Putin. In his speech, Putin emphasized that the new global security architecture must be just and equitable, and that all states should have strong guarantees for their self-security without compromising the interests and security of other nations.

The Russian President also commended the participation of security and intelligence agencies from the comprehensive Eastern and Southern countries, considering them to represent the largest part of the global security architecture. He noted that they support the principle of equitable and fair sovereignty and showcase their own model of development.

The forum’s work also featured plenary sessions and numerous thematic seminars addressing various global security issues. These included the growing terrorist threats manifested in the emergence of regional strongholds and new hotbeds for terrorist organizations, the increasing risks of cybercrimes and infiltrations targeting vital and sensitive installations in countries, as well as the organic intersections and transnational extensions of organized crime.

In the context of this forum’s activities, the Director-General of National Security and Territorial Surveillance, Mr. Abdellatif Hammouchi, stressed that “the fundamental approach to neutralizing growing strategic risks and threats stems from the necessity of creating a shared and indivisible security structure, in which national security and intelligence services contribute through close cooperation and coordination with their counterparts in various countries worldwide.”

Mr. Hammouchi further asserted that “fair and equitable cooperation between nations is essential for the success of any shared security structure aiming to confront strategic threats and challenges in our contemporary world.” He added that “the duty of warning that frames our proactive work, and our shared responsibilities, oblige us to exchange information about all observed or potential security threats, and to share it securely and immediately, thereby achieving our collective security on a win-win principle.”

On the sidelines of this international forum, which saw numerous meetings within the framework of multilateral security cooperation, the Director-General of National Security and Territorial Surveillance held intensive bilateral meetings and discussions with heads and members of various security and intelligence agencies from fraternal and friendly countries, including the Russian Federal Security Service (FSB). These discussions focused on reviewing issues of mutual interest and ways to strengthen bilateral cooperation in confronting emerging risks and threats.

This visit once again underscores Morocco’s distinguished position and effective role in international security cooperation, and reflects the high credibility enjoyed by Moroccan security services among their international partners as a key player in joint efforts to preserve international peace and stability.
