Deputy President of the Supreme Council of the Judiciary Stresses Pivotal Partnership of Legal Profession in Justice System

Tangier: On the occasion of the 32nd General National Conference of the Bar, held in Tangier from May 15-17, 2025, under the theme: “The Legal Profession: A Pivotal Actor and Essential Partner in the Justice System,” the Deputy President of the Supreme Council of the Judiciary delivered a speech emphasizing the fundamental role of the legal profession and its essential partnership with the judiciary in achieving justice.

The Deputy President expressed his pleasure in participating in the opening of this conference, which coincides this year with the 63rd anniversary of the founding of the Association of Bar Associations of Morocco, an organization that “embodies the glory of the defense profession in our country.” He also noted that this anniversary coincides with the passing of 109 years since the establishment of the Rabat Bar Association, and over 100 years since the founding of the Tangier Bar Association, as well as the issuance of the first law governing the legal profession in Morocco on January 10, 1924.


Conference Slogan Reflects Collective Awareness of Advocacy’s Role

The Deputy President described the conference slogan as “not merely a fleeting motto, but a clear declaration of collective awareness of the structural role played by the legal profession in achieving justice, and a clear affirmation of the importance of the defense’s role in achieving judicial efficiency.” He stressed that justice “is not just a legal concept, but fundamentally a human value that manifests in people’s daily lives.”

He emphasized that the role of advocacy within this system emerges “not as a technical actor in a judicial procedure, but as the voice of legal conscience and the embodiment of human rights values.” He further explained that it is advocacy that “makes the legal text vibrant, interacting with the circumstances and intricacies of each case, conveying it to the convictions and consciences of judges to ultimately result in judicial decisions that provide solutions to social problems and disputes.”


Challenges of the Digital Age and High Royal Directives

The Deputy President looked forward “with great anticipation to the outcomes and recommendations” of the conference, considering them to be “beneficial for the serious dialogue currently underway within the justice system during this period, and opening promising horizons for considering reform initiatives that draw upon the High Royal guidance” His Majesty the King has provided to lawyers on previous occasions. He quoted from the High Royal Message to the 49th Conference of the International Bar Association held in Fez on August 31, 2005, which stated that the legal profession “faces the necessity of unifying optimal behavioral values, adopting continuous training, responding to the demands of the digital world, and reconciling the need to respect freedoms with the maintenance of public order, under the rule of law and the authority of the judiciary.”

The Deputy President concluded his speech by wishing the conference all success and that it culminates in recommendations that contribute to serving justice in Morocco.
