Rabat: Minister of the Interior Abdelouafi Laftit has stated that his ministry pays significant attention to the human resources within territorial collectivities and actively seeks to develop their competencies and modernize their management methods, within the framework of a multi-objective strategy aimed at establishing good governance and enhancing the capabilities of employees.
This came in the Minister’s response to a parliamentary question addressing the situation of territorial collectivities’ employees, where Laftit clarified that the ministry is working according to a comprehensive approach that includes several key axes to elevate the human element in these vital institutions.
In this context, the Minister revealed the ministry’s direction towards qualifying the administrations of territorial collectivities to enable their executives to apply for senior positions according to clear regulatory standards, consistent with the conditions adopted in various other ministerial sectors. This step aims to ensure equal opportunities and enhance transparency in leadership appointments within the collectivities.
Laftit also announced the conclusion of a strategic partnership agreement with the Ministry of Health, aimed at opening new horizons for some employees of territorial collectivities to obtain specialized and high-quality training in higher institutes for nursing professions and health technologies. This initiative aims to address the shortage of health competencies at the local level and enhance the health services provided to citizens.
The Minister pointed to the efforts made in implementing training and awareness programs aimed at guiding territorial collectivities in the optimal activation of relevant laws, in addition to supporting digital transformation in these institutions and enhancing the capabilities of human resources through continuous training programs supervised by the Directorate General of Territorial Collectivities.
Laftit emphasized the paramount importance of adopting digitization and using modern technologies to improve the quality of administrative services provided to citizens, facilitate management and internal and external communication processes within the collectivities, as well as expand the base of beneficiaries of available training and technical support programs.
Regarding sectoral dialogue, the Minister of the Interior reviewed the results of the signing of a protocol agreement dated December 25, 2019, which aims to find solutions to the situation of certain temporary agents holding a bachelor’s degree before January 1, 2011. He reported that, within this framework, the situation of 857 cases has been resolved based on an exceptional authorization from the Head of Government, with a total financial cost of approximately 440 million dirhams.
In conclusion, Abdelouafi Laftit affirmed his ministry’s full openness to addressing the remaining sectoral files of territorial collectivities’ employees, in accordance with the provisions of laws and regulations, and based on the actual needs of these collectivities, while adhering to the principles of equality and fairness in dealing with all categories, similar to the practices followed with employees of other ministerial sectors.
