Governor of Moulay Yacoub Province Attends Celebration of Prison Administration Anniversary

Meknes – The Ras El Ma Prison administration in Fez recently celebrated the 17th anniversary of the establishment of the General Delegation for Prison Administration and Reintegration (DGAPR) in a ceremony attended by the Governor of Moulay Yacoub Province.

The event, captured in a YouTube video, highlighted the progress and achievements of the DGAPR over the past 17 years. The celebration served as an opportunity to acknowledge the dedication of prison staff and their commitment to both maintaining security within correctional facilities and facilitating the reintegration of inmates into society.

During the ceremony, the Regional Director of the DGAPR delivered a speech, expressing pride in the continued efforts of prison officials and staff. He emphasized their unwavering commitment to national values and their steadfast support for His Majesty King Mohammed VI’s initiatives for the development and security of the nation.

The Regional Director also highlighted key achievements and developments within the prison sector, despite existing challenges such as overcrowding. He specifically mentioned the recent promulgation of Law 23-10, which regulates prison establishments, noting that it aligns with both national and international legal frameworks and adapts to evolving social realities and penal policy.

Another significant legislative development discussed was the newly enacted law on alternative penalties, set to be implemented in August. This law entrusts the DGAPR and prison institutions with its execution, aiming to alleviate prison overcrowding and offer certain offenders an opportunity for rehabilitation and reintegration without necessarily depriving them of their liberty.

A particularly noteworthy achievement was the issuance of a special statute for DGAPR staff, following considerable efforts by the General Delegate. This statute addresses the long-standing aspirations of prison employees, recognizing the challenging and often risky nature of their work and providing improvements in both their professional and material well-being. The Regional Director acknowledged the sacrifices and dedication of prison staff, who consistently perform their duties despite difficult circumstances.

The celebration also served as a platform to outline progress in various programs aimed at improving the management and security of prison facilities. The Regional Director proudly reported that, despite constraints, the past year had not witnessed any major security incidents or escapes, attributing this success to the collective efforts of all staff members across different levels.

He further emphasized that the strategies and work of the DGAPR have become a benchmark, even for some developed nations, in the exchange of expertise and best practices. He concluded by reiterating the commitment of all personnel to continuously improve the operation of prison institutions, aligning their efforts with the vision of His Majesty King Mohammed VI.
