Rabat: The Democratic Organization for Early Childhood Education held its first national conference in Rabat on April 20, 2025, under the central slogan emphasizing “Early Childhood Education as an Educational Investment and a Fundamental Stage in the Educational System’s Path” and the necessity for “A Basic Law for Teachers and Educators of Early Childhood Education.”
During the conference, attended by representatives from the Democratic Labor Organization and the Democratic Organization for Education, speakers emphasized, according to a statement issued by the Democratic Organization for Early Childhood Education, the paramount importance of early childhood education in building a child’s personality and preparing them for subsequent educational stages. They pointed out that the Strategic Vision 2015-2030 pays significant attention to establishing a new school system based on equity and quality.
The conference also stressed the need to expedite the mandatory implementation of early childhood education and its gradual integration into the compulsory education cycle, while taking into account the principles of equal opportunities and social and regional justice to ensure that all children benefit from this crucial educational stage.
In a related context, the conference highly commended the approval of draft Law No. 59.21 concerning school education, while simultaneously calling for the parliament to accelerate its ratification and the actual commencement of its implementation, given the hopes it carries for the overall development of the educational system.
Furthermore, the conference reviewed the problems and challenges faced by teachers and educators in early childhood education, most notably the low wages that do not correspond to the vital role they play, the working conditions they described as unmotivating, and the complete absence of a basic law that preserves their rights and guarantees their professional and social stability.
In this regard, the conference urgently called for the issuance of modern legal and regulatory texts that comprehensively frame the early childhood education sector, the promulgation of a special basic law for this category that guarantees their functional and financial rights, the adoption of a unified pedagogical model that ensures the quality of education, the provision of necessary health and social coverage for them, and their effective involvement in decision-making related to this vital sector.
At the conclusion of the first national conference, Professor Farid Hassan was elected as the new Secretary-General of the Democratic Organization for Early Childhood Education, to lead the next stage of the organization’s work in defending the rights of workers in this sector and promoting early childhood education in the country.
