Governor of Moulay Yacoub Province Announces Vacancy for President of Sidi Daoud Commune Council and Opens Candidacy Submissions

On Monday, April 7, 2025, the Governor of Moulay Yacoub Province issued Provincial Decision No. 18, confirming the discontinuation of Mr. Hamid Lhiyoui from his duties as President of the Sidi Daoud Commune Council.

This decision was made in accordance with Organic Law No. 113.14 on communes, particularly Articles 20 and 21, which outline the procedures to be followed in case of a president’s discontinuation from office. The decision was also based on the ruling issued by the Administrative Court of Fez on February 11, 2025, which ordered the dismissal of the concerned individual from both membership and presidency of the Sidi Daoud Commune Council, with all legal consequences that this entails.

Opening of Candidacy for Council Presidency

Following this decision, the Governor of the province announced the opening of candidacy applications for the position of President of the Sidi Daoud Commune Council, starting from Wednesday, April 9, 2025, until Sunday, April 13, 2025.

Applications must be submitted to the Department of Local Authorities at the Moulay Yacoub Provincial Administration, in accordance with the applicable legal provisions.

Procedures for Electing a New President

Pursuant to Article 21 of the Organic Law on Communes, the Office of the Sidi Daoud Commune Council will convene to elect a new president within fifteen (15) days from the date of the decision’s issuance.

This decision is part of the local authorities’ commitment to ensuring the smooth operation of the commune’s affairs and adherence to the legal framework governing local councils.
