The emergency Arab summit adopted the early recovery and reconstruction plan for Gaza, presented by Egypt in coordination with the State of Palestine and Arab countries, as a comprehensive Arab plan. The summit’s final statement emphasized the necessity of providing all forms of financial, material, and political support to implement this plan, urging the international community and international and regional financing institutions to expedite the provision of necessary support. The summit also called for parallel efforts to achieve a permanent and just solution that fulfills the legitimate aspirations of the Palestinian people to establish their state and live in peace and security.
The summit called on the United Nations Security Council to deploy international peacekeeping forces to contribute to securing both the Palestinian and Israeli peoples in the West Bank and Gaza Strip, within the framework of enhancing the political horizon for the establishment of a Palestinian state. The summit warned that any attempts to displace the Palestinian people or annex any part of the occupied Palestinian territories would plunge the region into a new phase of conflict, undermining stability and expanding the scope of the conflict to include other countries in the region. This would pose a clear threat to the foundations of peace in the Middle East and destroy prospects for peaceful coexistence among the peoples of the region.
The statement stressed the utmost priority of completing the implementation of the ceasefire agreement for its second and third phases, emphasizing the importance of all parties, particularly Israel, adhering to their commitments to ensure a permanent cessation of aggression on Gaza and the full withdrawal of Israeli forces from the Strip, including the “Philadelphi Corridor,” while guaranteeing safe, sufficient, and immediate access for humanitarian, shelter, and medical aid without obstruction.
The summit welcomed the convening of an international conference in Cairo as soon as possible for the recovery and reconstruction of the Gaza Strip, in cooperation with the State of Palestine and the United Nations. It urged the international community to actively participate in the conference to accelerate the rehabilitation and reconstruction of the Strip following the destruction caused by the Israeli aggression. The summit also welcomed the establishment of a trust fund to receive financial pledges from donor countries and institutions to implement recovery and reconstruction projects in Gaza, in line with the proposed Arab plan.
The summit emphasized the need to intensify cooperation with international and regional powers, including the United States, to achieve a comprehensive and just peace in the region, as part of efforts to end all conflicts in the Middle East. It expressed readiness to immediately engage with the U.S. administration and international partners to resume peace negotiations aimed at reaching a fair and comprehensive solution to the Palestinian issue.
The statement firmly rejected any form of displacement of the Palestinian people from their land or within it, under any name, circumstance, justification, or pretext, considering it a grave violation of international law, a crime against humanity, and an act of ethnic cleansing. It also condemned policies of starvation and “scorched earth” aimed at forcing the Palestinian people to leave their land.
