On Thursday, February 13, 2025, corresponding to 14 Sha’ban 1446, the Government Council held a meeting chaired by Mr. Aziz Akhannouch, Head of Government. The meeting was dedicated to presenting an overview of “the government’s action on employment” and discussing several draft laws and international agreements, in accordance with Article 92 of the Constitution.
New Government Employment Plan:
Mr. Younes Sekkouri, Minister of Economic Inclusion, Small Business, Employment, and Skills, presented the draft government employment plan. This plan was developed to address emerging challenges in the labor market, particularly in light of structural climate changes and the socio-economic repercussions of the COVID-19 crisis and global geopolitical tensions. The government has allocated an exceptional budget of 14 billion dirhams for 2025 to implement this plan.
The Minister highlighted that the government conducted extensive consultations with productive sectors, social actors, and various stakeholders, including employers through the General Confederation of Moroccan Enterprises (CGEM), to share diagnoses and identify initiatives and intervention programs. These consultations resulted in precise programs distributed across the following axes:
- Supporting Investment: By introducing a new government offer to encourage small and medium-sized enterprises to create job opportunities, while continuing to support large investments.
- Restructuring Employment Programs: Expanding them to include non-degree holders through a new government offer targeting all job seekers.
- A New Government Offer Targeting Rural Populations: Particularly small farmers and livestock breeders, through income-generating local projects.
The plan also includes significant measures aimed at reducing school dropout rates, restructuring training pathways, and enhancing new governance based on collecting and analyzing labor market data.
Approval of the Draft Settlement Law:
The Government Council approved draft law No. 07.25 related to the implementation of the Finance Law for the fiscal year 2023, presented by Mr. Fouzi Lekjaa, Delegate Minister to the Minister of Economy and Finance, in charge of the Budget. This draft law aims to finalize the results of the 2023 budget execution, including settling recorded overruns in management expenses and public debt, and canceling unused credits.
Compensation for Professional Risks:
The Council also approved draft decree No. 2.24.515, which grants compensation for professional risks to employees belonging to the nursing and health technician bodies working in territorial communities, their groups, and institutions. This decree aims to support the powers assigned to territorial communities in the fields of health and public services.
Investment Promotion Agreement with San Marino:
The Government Council reviewed an agreement between the Government of the Kingdom of Morocco and the Government of the Republic of San Marino to promote and protect investments on a reciprocal basis. The agreement was signed on September 27, 2024, in New York. It aims to enhance economic cooperation between the two countries, support technology transfer, create job opportunities, and strengthen private sector communications in both nations.
New Appointments:
The Council concluded its work by approving several high-level appointments, including:
- Appointment of Mr. Ibrahim Benmouyas as Secretary-General of the Ministry Delegate to the Head of Government in charge of Investment, Convergence, and Evaluation of Public Policies.
- Appointment of Mr. Adel El Ouafi as President of the Foundation for the Promotion of Social Works for Agricultural Sector Employees.
- Appointment of Mr. Youssef Moussaq as Director of Public Function at the Ministry Delegate to the Head of Government in charge of Digital Transition and Administration Reform.
- Appointment of Mr. Abdessalam Mili as Director of the Promotion of School Sports at the Ministry of National Education, Preschool, and Sports.
