As Morocco prepares to host major sporting events, particularly the 2030 FIFA World Cup, the country is working to establish a strict legal framework that guarantees security without compromising the excitement of the games.
Minister of Justice Abdellatif Ouahbi emphasized that hosting international tournaments of this scale attracts massive crowds from various countries, making the risk of riots or disorderly behavior a real concern. To preempt such incidents, the government plans to introduce new laws ensuring immediate legal action for offenses committed inside stadiums, while avoiding legal repercussions that could negatively impact the tournament’s image.
According to the Minister’s vision, each stadium hosting international matches will have a dedicated committee, including representatives from the Public Prosecutor’s Office, security forces, and law enforcement agencies. This special unit will enable immediate intervention in case of any criminal act, with on-the-spot investigations and official reports conducted inside the stadium. This mechanism aims to accelerate law enforcement and prevent further escalation of incidents.
Ouahbi also announced that foreign spectators involved in violent acts will face “immediate deportation”. Offenders will be sent back to their home countries with legal reports, and could face additional penalties under their national laws. For minor offenses requiring fines, offenders will be allowed to settle the penalties before leaving Morocco.
A key issue raised by the Minister was how to address misconduct by players during games. He clarified that the law will take into account the unique nature of football, ensuring that not every on-field action is treated as a criminal offense. Only serious violations with a clear criminal nature will be subject to legal prosecution.
With these legal measures, Morocco aims to ensure a smooth and secure sporting experience, reinforcing its position as a capable and responsible host for the 2030 FIFA World Cup.
