“It is a pleasure for me to address you at the opening of this important international conference, which we consider to be a qualitative milestone in the ongoing process of strengthening cooperation between national mechanisms for implementation, reporting and tracking in the field of human rights, after the first international conference for these national mechanisms, which was hosted by the Kingdom of Morocco in December 2022. It culminated in the Marrakesh Declaration, which constituted a basic stage in terms of thinking and discussion, which led, after consultations and preparatory meetings in which you all contributed, to unifying visions on the path to strengthening cooperation between countries and strengthening joint action between their national mechanisms.
There is no doubt that this event, which brings together high-level officials from government sectors, representatives of national mechanisms for implementation, reporting and tracking, and international experts interested in human rights issues, represents an opportunity to launch a new dynamic and formulate a future road map in terms of institutionalizing cooperation between these mechanisms and exchanging experiences. Successful and sharing best practices that enable the development of positive interaction of states with international and regional human rights systems, and ensuring coordination, harmony and effectiveness at the level of implementing international obligations in this field. I take this opportunity to extend my sincere thanks and appreciation to the State of Paraguay for hosting this conference and contributing to the success of this dynamic.
Perhaps the organization of this conference in order to discuss the project of a comprehensive network of these various mechanisms, which today have become a major actor at the international and national levels, reflects the rapid developments associated with the growing roles of these mechanisms in terms of tracking the implementation of international obligations, which today are witnessing a significant development in light of the expansion of the scope of international legal rights. human rights, the diversity of actors concerned with their implementation, the great interconnection between the international and national components of human rights, and the requirements that all of this calls for at the level of unifying, developing and improving curricula, approaches and mechanisms, in light of the unity of the international human rights system, the integration of the results of the work of its mechanisms, and the similarity of the challenges associated with the implementation of international obligations. related to it.
In this regard, there is a growing need to develop international cooperation at the level of national mechanisms for implementation, reporting, and tracking, which represent the official institutional body within the executive branch concerned with tracking international commitments, coordinating operations related to international interaction, and creating bridges of cooperation between actors at the national and international levels.
These mechanisms are also considered the specialized structure qualified to play a pivotal role at the level of providing spaces for discussion and joint political and legal thinking, in order to develop the international human rights system, which has begun to experience some weakness due to pressures resulting from the decline in the level of priority of human rights in the ladder of international attention, as a result of its exposure to targeting. Or politicization or exploitation that conflicts with its noble humanitarian goals, especially in light of the wars, crises and challenges we are experiencing today that question the effectiveness of the international human rights system.
Ladies and gentlemen,
The involvement of the Kingdom of Morocco in the process of promoting human rights, based on a strategic national vision based on the fundamental position that human rights occupy in the national constitutional system and the priority that the Kingdom gives to interacting with its international systems, has made it hasten to join the ranks of the first countries to establish the national mechanism for implementation and preparation. Reporting and tracking, since 2011, with the establishment of the Ministerial Delegation in charge of Human Rights, which has been at the heart of various initiatives and actions aimed at developing international interaction in this field, improving the approaches to coordination, tracking, keeping pace and creating dynamics at the national level.
In view of the growing roles of this mechanism, and in implementation of the royal directives, we are in the process of modernizing this institution, developing its means of work and improving its interventions, by launching the process of reviewing the legal framework regulating it and providing it with the resources necessary to enhance the performance of its functions, consolidate its experience and develop its expertise, in line with an international reform trend aimed at To develop the United Nations human rights system, institutionalize and improve the work of national mechanisms concerned with interacting with it, and advance aspects of expertise, professionalism, cooperation and international networking in this field, in line with the resolutions of the Human Rights Council and the recommendations of relevant regional consultations and meetings.
Perhaps this growing conviction in developing this mechanism and strengthening its openness to the experiences of other similar institutions is what made the Kingdom of Morocco engage in joint work with the countries of Paraguay and Portugal to prepare a vision for creating an international network and to make a voluntary commitment during the high-level meeting in Geneva in December 2023, to facilitate the creation of this network. Today, we see it as a common ambition for the various institutions participating in this conference, which enjoys strong support from various international actors and the United Nations, especially the Human Rights Council and its presidency, and the Office of the High Commissioner for Human Rights.
We all hope that the full involvement of all the countries and institutions participating in this conference and the extensive experience of the officials representing the relevant national mechanisms will contribute to seeing this ambition come into existence in the appropriate, agreed-upon formula that is open to all countries and concerned parties, and takes into account the various existing experiences and models. With the aim of institutionalizing sustainable dialogue and developing cooperation and partnership between these mechanisms and with other concerned parties, as well as encouraging the creation and strengthening of such mechanisms, in the service of human rights issues.
In the Kingdom of Morocco, you will find full readiness to seriously engage and fully respond to the valid proposals that will emerge from the work of this conference, including supporting the creation of the international network of national mechanisms and facilitating its work.
In the context of establishing this network, we hope that the occasion of organizing the tenth edition of the Glion Dialogue on Human Rights in Marrakesh next October will be an opportune opportunity to discuss the possibility of preparing a guiding framework for establishing and strengthening national mechanisms for implementation, reporting and tracking.

In conclusion, I take this conference to highlight the valuable initiatives launched by the Human Rights Council and the Office of the High Commissioner for Human Rights, whose work in support of national mechanisms for implementation, reporting and tracking has provided a great support for providing ways to create an international network of its own, after its conditions have matured and the incubating environment has been created, in which we meet today. To embody its foundational building blocks and practical components on the ground.
I also take this occasion to praise the efforts of the national mechanisms of Paraguay and Portugal, and their continued cooperation with the Ministerial Delegation in charge of Human Rights, as well as everyone who contributed to the process of preparing for the establishment of this network, hoping that we will all continue to engage, with the same strong will and firm determination, in the process of achieving our common aspirations to enhance Human rights, ensuring respect for commitments related to them, and improving interaction with their systems.
