Shock and Outrage: Gang Rape at Moulay Abdallah Festival Sparks Debate on Minor Protection

The Moulay Abdallah area in the El Jadida province was shaken during the annual festival by a horrific gang rape incident involving a 13-year-old minor. The gruesome crime left the community in shock and sparked widespread outrage among human rights circles, which called for an immediate investigation.

Aftermath of the Tragic Incident

The victim, a child from a fatherless family in the city of Youssoufia, sought help immediately after the assault but received no response at the local Royal Gendarmerie center. He then took a bus to Youssoufia, only to collapse physically and mentally at the bus station, where some citizens intervened to rescue him and transport him to the local hospital.

Upon arrival, the National Security forces began legal procedures and launched an investigation following a medical report confirming the assault. Due to the severity of his physical and psychological condition, the child was urgently transferred to a hospital in Marrakech. Local sources confirmed that the deteriorating health of the victim’s mother further deepened the family’s tragic situation, which lives under difficult social circumstances.

Human Rights Demands and Calls for Tougher Penalties

The crime prompted a mobilization of human rights organizations, which condemned the incident and called for an urgent judicial inquiry under the supervision of the public prosecutor to bring all perpetrators to justice. These organizations emphasized the necessity of providing psychological and social support to the victim, stressing that the crime places the state under an obligation to strengthen the protection of minors, especially in large public venues hosting mass gatherings.

Legal Penalties under Moroccan Law

Rape, especially of a minor, is considered a grave crime under Moroccan criminal law, with stringent penalties imposed by the legislature. According to the articles concerning sexual assault, sentences can extend to many years of imprisonment and become harsher if the assault is gang-related or causes serious physical or psychological harm to the victim. The law places utmost importance on protecting children, and this crime represents a direct violation of international conventions ratified by Morocco concerning child rights.

This painful incident brings back into focus the debate on the effectiveness of the existing legal framework and the urgent need for its strict enforcement to deter such crimes and protect the most vulnerable groups in society.
