Morocco Aims to Boost Vocational Training Beneficiaries to 100,000 by End of 2025, Says Minister Younes Sekkouri

In a major step toward combating unemployment and strengthening workforce skills, Morocco’s Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Sekkouri, announced a government plan to expand the number of beneficiaries of the vocational apprenticeship system from 31,000 currently to 100,000 by the end of 2025.

Government Invests MAD 500 Million in Vocational Training

Speaking during a parliamentary session on Monday, June 30, 2025, Minister Sekkouri revealed that the government has allocated 500 million dirhams (MAD) to support this ambitious program. He also urged regional governors and councils to participate in co-financing efforts through regional grants.

Vocational Apprenticeship: A Practical Tool Against Unemployment

The minister emphasized that vocational training is a key solution to youth unemployment, especially for individuals without diplomas or formal qualifications. As part of recent reforms, the government has increased the support grant per trainee from MAD 4,000 to MAD 5,000 and aims to shorten training durations to accommodate social realities and the needs of workers.

Drop in the Number of Unqualified Workers

In response to a related question, Sekkouri noted a significant decline in the proportion of workers without diplomas, from 68% in 2013 to 43% today. However, this group still constitutes a major segment of the Moroccan labor market.

To address this, the minister highlighted the importance of continuous vocational education and announced that a reform of the national vocational training system was agreed upon during the April 2024 round of the national social dialogue. Implementation is scheduled to begin ahead of the upcoming September session.

Minister Sekkouri reaffirmed the government’s commitment to expanding training opportunities for unqualified populations, enabling them to acquire market-relevant skills that improve their chances of employment while ensuring dignity and productivity.
