Rabat, Morocco – The Government Council convened its weekly meeting today, Thursday, Dhu al-Hijjah 1, 1446 AH, corresponding to May 29, 2025. Chaired by Mr. Aziz Akhannouch, Head of Government, the session was dedicated to deliberating on draft legal texts, reviewing an international agreement, and considering proposals for appointments to high-level positions, in accordance with Article 92 of the Constitution.
New Bill on Court Translation
The Government Council commenced its proceedings by discussing Draft Law No. 52.23 concerning the profession of translation, presented by the Minister of Justice, Mr. Abdellatif Ouahbi. The project aims to regulate the translation profession within the judicial field, recognizing the crucial role of translators in ensuring fair trial conditions, particularly for parties who are not proficient in the official language of the courts. The draft also takes into account recent developments in the profession and proposes its qualification and elevation through training, supervision, and modernization.
New Decree to Protect the Rights of Children with Disabilities
The Government Council also approved Draft Decree No. 2.23.152, presented by the Minister of National Education, Preschool, and Sports, Mr. Chakib Benmoussa. This decree relates to the application of Article 13 of Framework Law No. 97.13, concerning the protection of the rights of persons with disabilities. The project aims to regulate the establishment and management of permanent regional committees tasked with monitoring the schooling of children with disabilities, evaluating the appropriateness of their education, and proposing their reorientation and training as appropriate.
Decree to Ensure Honey Quality and Health Safety
In the same context, the Council approved Draft Decree No. 2.25.270 concerning the quality and health safety of honey, presented by the Minister of Agriculture, Fisheries, Rural Development, Water and Forests, Mr. Mohamed Sadiki. The decree specifies the technical and health conditions for the production and marketing of honey in Morocco, ensuring its safety, quality, and consumer protection.
Draft Decree Related to the Cinema Industry
The Council also deliberated on and approved Draft Decree No. 2.25.365, which aims to implement Law No. 18.23 related to the cinema industry and concerns the organization of the Moroccan Cinematographic Center. This was presented by the Minister of Youth, Culture, and Communication, Mr. Mehdi Bensaid. This project comes to activate new legal texts and regulate the restructuring process of the Cinematographic Center.
Appointments to High-Level Positions
At the conclusion of the meeting, a number of proposals for appointments to high-level positions were discussed and approved in accordance with the provisions of Article 92 of the Constitution, without disclosing the details of these appointments.
