Tangier: The Head of the Public Prosecutor’s Office emphasized the pivotal role of legal advocacy as a fundamental partner to the judiciary in establishing justice and protecting rights and freedoms. This statement was made during his speech at the 32nd session of the Association of Bar Associations of Morocco Conference held in Tangier on Thursday, May 15, 2025.
The Head of the Public Prosecutor’s Office began his address by expressing gratitude to the Association of Bar Associations of Morocco for the gracious invitation and to the Head of the Tangier Bar Association for hosting this significant event. He congratulated the Association on its successful choice of conference slogan, which embodies the profession’s standing as a key player in the justice system.
Advocacy and Judiciary: The Two Wings of Justice
The Head of the Public Prosecutor’s Office stressed that advocacy and the judiciary are considered the “two wings of justice,” sharing the same noble values and mission to serve the highest principles of justice. In this regard, he cited the High Royal Message addressed by His Majesty King Mohammed VI to participants in the second session of the Permanent Bureau of the Union of Arab Lawyers, which affirmed that “the legal profession shares with the judiciary the trust of upholding justice, which we have made the foundation of our democratic and modern societal project.”
A Six-Decade Journey of Struggle
The Head of the Public Prosecutor’s Office reviewed the historical and advocacy journey of the legal profession, recalling the six decades since the first national conference for lawyers was held on June 22 and 23, 1962. He considered the current conference an important moment to reflect on and emulate the exemplary models of past Bar Presidents and esteemed lawyers who contributed to establishing these associations, defending the noble message of justice, and leaving behind a rich legacy of customs and traditions.
On this occasion, the Head of the Public Prosecutor’s Office, on behalf of the Public Prosecution judges, congratulated the President of the Association, all Bar Presidents, and the entire esteemed legal profession for their invaluable service to justice, which has always been a refuge for the oppressed and a sanctuary for those seeking their rights.
Challenges of the Digital Age and the Importance of Cooperation
The Head of the Public Prosecutor’s Office affirmed that recalling these historical moments represents a crucial juncture for connecting the past with the present, in order to advance the justice system in Morocco. He highlighted that the legal profession has a fundamental role in overcoming current challenges, especially amidst the rapid transformations imposed by economic globalization and accelerating technological advancements, such as the increasing use of digital technologies and artificial intelligence.
He called for mobilizing energies and rallying around the noble values and principles governing the legal profession, and for a conscious and responsible engagement in the dynamics of change and modernization. This, he noted, would strengthen its effective institutional position in continuing to build a state of law, guided by the high Royal directives that call for reforming and structuring the profession according to a modern and advanced organization that preserves its independence and sanctity while ensuring its evolution and adaptation to new requirements.
In concluding his speech, the Head of the Public Prosecutor’s Office called for enhanced cooperation and integration among all components of the justice system to write an honorable history for justice in Morocco, commensurate with the aspirations of His Majesty the King and the Moroccan people. He reiterated the commitment of the Public Prosecution judges to upholding defense rights, safeguarding their dignity, and protecting professional practice, in belief of their effective contribution to achieving justice.
