In recent years, Morocco has witnessed increasing momentum in the field of research and development (R&D), recognizing it as a key factor in fostering innovation and achieving sustainable economic growth. This aligns with the country’s official efforts to make knowledge and technology the driving forces behind transitioning toward a more competitive economy that is less dependent on traditional resources.
This direction is reinforced by international indicators, most notably the 2024 Global Innovation Index released by the World Intellectual Property Organization (WIPO). The report reveals that Morocco has advanced to second place in Africa and ranks 66th globally out of 133 economies, reflecting a significant improvement in the nation’s ability to utilize its scientific and technological potential to generate innovation.
Data shows that Morocco now holds 47th place globally in innovation outputs, indicating that investments in this sector are beginning to yield tangible results, particularly in the areas of industry, renewable energy, and agricultural technology.
Despite these advancements, spending on scientific research remains below stakeholders’ aspirations. Statistics from the National Institute of Statistics and Applied Economics indicate that Morocco allocates no more than 0.8% of its gross domestic product (GDP) to research and development—a modest figure compared to the Organization for Economic Co-operation and Development (OECD) average of 2.4%.
International reports, including those from the World Bank, agree that strengthening Morocco’s innovation ecosystem requires investment in human capital, the development of effective partnerships between universities and businesses, and the improvement of the legal and technological environment supporting research initiatives.
In this context, the government is launching initiatives to support startups and innovation incubators while encouraging technology transfer from research centers to the economic sector. These efforts are part of a broader strategy to establish a comprehensive ecosystem capable of transforming knowledge into added economic value.
Research and development are viewed as key drivers for improving the productivity of the Moroccan economy, enhancing its competitiveness, and shaping new development prospects that align with the demands of the Fourth Industrial Revolution.
