As part of its development strategy, Morocco aims to promote innovation and entrepreneurship among its youth, recognizing them as a key driver of economic growth, digital transformation, and social change. Benefiting from its significant human potential, youth under the age of 30 make up over 35% of the population, according to World Bank data.
In line with the objectives of the new development model, Morocco has launched a series of national initiatives and projects to support young entrepreneurs. Among the most prominent is the “Força” program, which targets financing small-scale projects through financial support and technical guidance, as well as the “Intilaka” program, aimed at financing small and medium-sized enterprises, with a government allocation of over 8 billion dirhams.
A 2023 report by the Organisation for Economic Co-operation and Development (OECD) highlighted Morocco’s significant steps in improving the business climate and encouraging innovative initiatives. These steps include the development of digital infrastructure, simplifying administrative procedures, and stimulating investment in scientific research, particularly through universities and technology centers.
Similarly, the 2023 World Economic Forum (WEF) report on the Global Competitiveness Index noted that Morocco has made progress in the area of innovation, particularly in supporting startups and financing innovation. However, challenges remain, particularly in enhancing digital education and facilitating access to funding for youth outside urban centers.
To strengthen this approach, Morocco is expanding business incubators at universities and higher institutes and enhancing partnerships with international organizations such as the African Development Bank and the United States Agency for International Development (USAID). These organizations have supported programs to train young entrepreneurs in green technologies, social innovation, and cultural and creative industries.
The United Nations Population Fund (UNFPA), in its latest report on youth and development, called for public policies to engage youth in decision-making processes and expand opportunities for non-formal learning and digital skills. The report emphasizes that investing in youth capabilities is key to achieving comprehensive and sustainable development transformation.
In conclusion, Morocco’s focus on empowering young entrepreneurs shows a clear commitment to transforming the economic and social fabric. However, the success of this path depends on the ability of institutions to ensure the integration of training, financing, and innovation while ensuring equitable geographical distribution of opportunities.
