The government has issued a new decree outlining the conditions and procedures for granting the “Person with Disability Card” as part of its commitment to strengthening the fundamental rights of individuals with disabilities. This move aligns with the provisions of Framework Law No. 97.13 on the protection and promotion of the rights of people with disabilities.
According to a statement from the Ministry of Solidarity, Social Inclusion, and Family, the decree—published in the Official Gazette—aims to provide a clear regulatory framework ensuring that people with disabilities can access their legally entitled rights and benefits. The process is facilitated through an official card obtained via a simplified electronic procedure.
The statement further explained that the decree establishes a dedicated online platform for receiving and processing applications for the card. This digital system aims to streamline administrative procedures and enhance transparency in the issuance process. The decree also sets precise criteria for assessing disability, based on a joint decision by the Ministry of Solidarity, Social Inclusion, and Family and the Ministry of Health and Social Protection.
One of the key provisions introduced by the decree is the establishment of regional committees responsible for evaluating disabilities. These committees include representatives from relevant ministerial sectors and will assess applicants based on criteria such as individual abilities, social participation levels, and environmental factors.
Additionally, the decree stipulates that the card will be valid for seven years, with the possibility of renewal through the same process, ensuring continued access to the rights and services designated for persons with disabilities.
The Ministry of Solidarity, Social Inclusion, and Family reaffirmed its commitment to improving services for individuals with disabilities and implementing various policies aimed at enhancing their social and economic inclusion. The ministry emphasized its goal of ensuring equal opportunities and enabling people with disabilities to live with dignity within society.
