Parliamentary Advisor Lobna Alaoui Calls on Government to Address Delays in Major Reforms

During her intervention at the public session of the House of Councillors on Monday, February 10, 2025, parliamentary advisor Lobna Alaoui, representing the National Union of Labor in Morocco, criticized the delays in implementing major reforms. She urged the government to address the shortcomings highlighted in the Court of Accounts’ report on its activities for the years 2023-2024.

Alaoui began her speech by rejecting any attempt at the forced displacement of Palestinians in Gaza. She emphasized that their return home upon the implementation of the ceasefire is not due to a lack of alternatives, as some claim, but rather stems from their deep-rooted connection to their land and their legitimate right to live in dignity.

Regarding the Court of Accounts’ report, the parliamentary advisor acknowledged the improvement in economic and financial indicators compared to previous years, particularly following the impact of the COVID-19 pandemic. However, she stressed the need to capitalize on these positive indicators to strengthen the foundations of the social state, especially as the legislative term approaches its end.

Alaoui also highlighted the delays in finalizing the master plans for administrative decentralization, which negatively impact the effectiveness of local administrative units in implementing public policies. She asserted that addressing the report’s observations requires strengthening the role of regions and local communities while respecting their constitutional powers to ensure effective territorial governance.

Furthermore, she underscored the importance of electoral law reforms beyond seasonal political pressures to ensure genuine representation and align public decision-making with the will of voters. She also called for the enforcement of the principle of accountability and the emergence of a political elite characterized by competence, integrity, and seriousness, emphasizing the significant responsibility political parties bear in this regard.

In conclusion, Lobna Alaoui urged the government to rectify the deficiencies noted in the Court of Accounts’ report and accelerate the implementation of key reforms, particularly in tax reform, the investment charter, digital transformation, and the green economy. She affirmed that enhancing evaluation and accountability mechanisms is essential for ensuring the effectiveness of public policies.
