International recognition continues to grow for Morocco’s proactive approach in combating terrorism. In an article published on Thursday, February 6, 2025, the French magazine Le Point highlighted Morocco’s globally recognized counterterrorism strategy, which combines strict security measures, religious guidance, and continuous training.
The article praised the vigilance of Moroccan security forces, which have successfully thwarted numerous terrorist attacks before they could materialize into real threats. It noted that Morocco’s geostrategic position presents complex security challenges, yet the kingdom has effectively adapted to evolving threats, making it a key partner in international counterterrorism efforts.
Beyond security measures, Le Point emphasized Morocco’s strategy in countering extremist ideologies. Since the early 2000s, the country has implemented extensive religious reforms to promote moderate Islamic teachings and foster values of tolerance and openness. The establishment of regional religious councils has played a crucial role in decentralized religious guidance, while the Supreme Scientific Council remains the sole authority responsible for issuing fatwas, helping to curb extremist interpretations of religious texts.
The article also highlighted the success of Morocco’s Moussalaha (Reconciliation) program, launched in 2017 within the prison system. The initiative aims to rehabilitate individuals convicted of terrorism-related offenses by providing intellectual and religious re-education. With 331 participants over 15 cycles, the program has achieved a high success rate, with no recorded cases of recidivism into extremism.
Furthermore, Le Point acknowledged Morocco’s leadership in training imams both in Africa and beyond through the Mohammed VI Institute for the Training of Imams, Morchidines, and Morchidates. This institute annually welcomes religious scholars from countries such as Mali, Côte d’Ivoire, Senegal, Guinea, Tunisia, Chad, and France as part of bilateral cooperation agreements aimed at promoting moderate Islam and strengthening partner nations’ capacities to combat extremism.
This latest international recognition reaffirms Morocco’s growing global standing as a leading force in counterterrorism and deradicalization. The country’s integrated approach—combining security efficiency, religious reform, and active regional and international cooperation—continues to serve as a model in the fight against extremist ideologies.
