Moroccan Bar Associations Welcome the Vote to Halt Death Penalty Executions

The Association of Moroccan Bar Associations has expressed great pride in the Kingdom’s vote in favor of the UN resolution calling for a moratorium on the death penalty. This stance was announced during the Association’s periodic meeting held in Tangier, coinciding with celebrations marking the centenary of the first legislation for the legal profession in Morocco.

The Association described this step as “qualitative” and “a pivotal stage in the path towards achieving human justice,” affirming that it falls within the advanced human rights approach adopted by the Kingdom. The Association noted that this vote supports the trend towards legislative and legal abolition of the death penalty, recalling its consistent position supporting the abolition of this punishment as a violation of the universal and constitutional right to life, as stipulated in Article 20 of the 2011 Constitution.

The Association praised the significant role played by the national human rights movement and Moroccan lawyers in achieving this human rights progress, highlighting the importance of what has been accomplished since the de facto suspension of death penalty executions in Morocco since 1993. It also commended the importance of the recommendations that accompanied the discussion of the 2019 Criminal Law draft, which emphasized the need for gradual abolition of this penalty in line with Morocco’s international commitments and constitutional system.

In conclusion, the Association of Moroccan Bar Associations called for enhancing societal dialogue on the issue of abolishing the death penalty, and developing national legislation to ensure the protection of fundamental rights and freedoms, thereby strengthening the Kingdom’s leading position in the field of human rights at both regional and international levels.

It is worth noting that this vote comes in the context of Morocco’s commitment to not carrying out death penalty executions since 1993. Justice Minister Abdellatif Ouahbi announced that the Kingdom would vote for the first time in favor of the UN General Assembly resolution calling for a moratorium on the death penalty. This vote is considered an important step towards abolishing the death penalty in Morocco, although it does not mean the automatic elimination of this punishment from the Kingdom’s legal system.
