Morocco’s Minister of Transport and Logistics, Abdessamad Kayouh, announced a new set of measures aimed at regulating motorcycle imports into the Kingdom and ensuring their compliance with applicable legal standards, as part of efforts to protect consumers and enhance road safety.
In a written response to a parliamentary question, the minister stated that the ministry plans to establish two offices التابعة to the National Road Safety Agency for the approval of motorized motorcycles at the ports of Port of Casablanca and Tangier Med Port, with the intention of later extending this system to other national ports.
The minister explained that all motorized motorcycles—whether imported or marketed domestically—are subject to type approval, based on a request submitted by the manufacturer or the authorized dealer, following the presentation of a prototype and technical reports proving compliance with legal specifications, particularly regarding engine capacity and maximum speed.
He stressed that approval certificates clearly specify the legal limits, setting engine displacement at a maximum of 50 cubic centimeters and top speed at 50 kilometers per hour, in accordance with the Highway Code currently in force.
In a related context, Kayouh noted that the National Road Safety Agency continues post-approval monitoring and inspection operations at manufacturers’ facilities and authorized dealerships. Legal measures are taken in cases of non-compliance, including the withdrawal of approval certificates when necessary.
The minister also announced that the Ministry of Transport and Logistics is working on a new set of specifications defining the conditions for accrediting motorcycle sellers, with the aim of subjecting them to inspection and oversight and ensuring fair competition within the national market.
Regarding motorcycle owners, the minister emphasized that verifying compliance does not entail any additional financial burden, as this process is carried out directly through authorized dealers or sellers, who issue a certificate confirming adherence to legal technical specifications.
According to the ministry, these measures fall within an approach that balances road safety with social considerations, while granting an adequate transition period to allow citizens to regularize the status of their motorcycles, in full respect of the applicable legal framework.
