A statement issued by the Ministry of Transport and Logistics reported that the Permanent Road Safety Committee held a meeting yesterday, Tuesday, in Rabat, dedicated to presenting the draft National Road Safety Strategy for 2026–2030 and the action program designed to implement it.
According to the statement, the meeting was chaired by Abdelssamad Kayouh, who noted that it was being held in what he described as a “critical” context, marked by a worrying decline in road safety indicators and the continued upward trend in road accidents and their consequences over the past year.
The statement quoted the minister as saying that provisional statistical data for the first eleven months of 2025 show the persistence of this increase compared to the same period in 2024. The number of fatalities rose by 25.7 percent, reaching 4,160 deaths, while the number of people seriously injured increased by 13.5 percent to 9,560 cases.
In response to this situation, the statement indicated that the minister highlighted the existence of a real opportunity to address the identified shortcomings and improve national performance in the field of road safety. He recalled the strategic study carried out by the ministry in partnership with the National Road Safety Agency, with contributions from various stakeholders.
The same source added that this study made it possible to assess the first phase of implementation of the National Road Safety Strategy 2017–2026 and to prepare a new action plan for the 2026–2030 period.
According to the statement, the new strategy is based on several key pillars, including improving road safety governance, enhancing the safety of infrastructure, correcting road user behavior, increasing vehicle safety, and developing post-accident interventions. It also provides for a clear definition of the measures to be taken and the distribution of roles and responsibilities among the various sectors and partner institutions.
The statement further noted that this strategic vision is supported by a detailed action plan specifying timelines, resources, and monitoring and evaluation indicators, within an approach based on systematic and precise planning.
In the context of implementing the strategy, the minister stressed—according to the statement—the importance of involving all regions of the Kingdom in updating the strategy, in order to take into account the views of regional and local authorities and elected officials, and to prepare a practical roadmap for implementation.
In this regard, the same source explained that the National Road Safety Agency is working to strengthen governance and leadership mechanisms through the adoption of modern tools for managing and monitoring programs and projects. These include the development of a digital platform to track project progress by strategic axis and stakeholders, as well as activating the role of regional road safety committees through the preparation of regional plans that take territorial specificities into account.
The statement concluded by noting that the Permanent Road Safety Committee plays a central role in coordinating the implementation of the National Road Safety Strategy 2026–2030 and monitoring its programs at both national and regional levels. It emphasized that the next phase requires strengthened intersectoral coordination, accelerated implementation of priority projects, and the consolidation of a results-based monitoring and evaluation culture.
At the close of the meeting, the statement stressed that discussion of the draft National Road Safety Strategy and its executive program represents a key milestone in strengthening road safety in Morocco, underlining that the engagement of all stakeholders and the mobilization of financial and human resources remain decisive factors in ensuring better protection of lives and citizens’ safety.
