Expected Increase in Cigarette Prices in Morocco Starting in Early 2026

The Ministry of Economy and Finance has announced an adjustment to the retail prices of manufactured tobacco products, based on a new circular issued by the Customs and Indirect Taxes Administration.

According to the administration, in a circular published yesterday, Tuesday, an updated list of retail prices for manufactured tobacco has been approved, with the new prices set to come into force as of January 1, 2026. This measure forms part of the implementation of the provisions of the 2026 Finance Law, within the framework of the gradual reform of the tax system applied to tobacco products.

Based on the information contained in the official document, the new prices include increases ranging between one and two dirhams per pack of cigarettes, affecting both the most widely consumed brands and less common ones. The increases also extend to other tobacco-related products, including cigars and rolling tobacco. Available data indicate that the price hike will primarily affect popular brands on the national market such as Marquise, Casa, and Fortuna, while some other brands, such as Gauloises, are expected to see more limited adjustments.

This price revision comes as part of the continued reform of the Domestic Consumption Tax (TIC) imposed on tobacco, a process launched under the 2022 Finance Law. The reform follows a gradual plan covering the 2022–2026 period, aiming to harmonize tax levels, broaden the tax base, and strengthen public revenues.

With the adoption of the 2026 prices, this year marks the final phase of the scheduled tax reform cycle, reflecting the transformations experienced by Morocco’s tobacco market in recent years, both in terms of pricing and the tax framework governing the sector.

The adjustment is expected to impact consumer costs, at a time when stakeholders in the tobacco sector continue to adapt to a tax system undergoing gradual evolution.
