The United Nations General Assembly has adopted Resolution No. 80/89 on the issue of the Moroccan Sahara, reaffirming support for a realistic, lasting, and mutually acceptable political process between the parties, under the exclusive auspices of the UN Secretary-General and his Personal Envoy.
According to media reports, the resolution stressed the need to preserve the political momentum built up through previous negotiations. It called on the parties to show genuine political will and to work within an environment conducive to serious and regular dialogue in good faith and without preconditions, as a step toward moving into a new phase of more intensive negotiations, in implementation of relevant Security Council resolutions.
This comes within a broader UN framework in which Security Council resolutions serve as a key reference for the political process—particularly after the adoption of Resolution 2797, which, as reported by Reuters, considered that granting the Sahara “genuine autonomy under Moroccan sovereignty” could represent “the most feasible solution,” while urging the parties to negotiate on the basis of the autonomy initiative submitted by Morocco in 2007.
Expert Readings: Three “Messages” in the Resolution
The UN decision has sparked reactions among researchers in international relations. Expert Ahmed Nour El Din offered a reading that summarizes the resolution’s content in three points:
- A call to create a suitable climate for dialogue and avoid escalation—an appeal he says requires direct engagement by Algeria given its role in the file.
- Emphasis on implementing Security Council resolutions, reinforcing the logic of “realism” and strengthening the UN reference framework within which Morocco’s autonomy initiative operates.
- Highlighting the humanitarian dimension through a call for cooperation with relevant international mechanisms.
In the same direction, researcher Lahcen Aqrteet considered that the resolution aligns with the UN’s general trend toward a “realistic, credible, and lasting” political solution. He added that the accumulation of UN decisions consolidates a practical political approach, which he says strengthens Morocco’s position internationally and supports prospects for a final settlement within the framework of Moroccan sovereignty.
