Thanks to the Royal Vision… Morocco Enters a New Phase in Water Resource Mobilization with an Integrated and Innovative System

Marrakech – Mr. Nizar Baraka, Minister of Equipment and Water, stated today, Monday, December 1, 2025, during the opening of the 19th World Water Congress in Marrakech, that Morocco has entered – thanks to the forward-looking vision of His Majesty King Mohammed VI – a new and qualitative phase in the management and mobilization of water resources based on an integrated and sustainable system.

The Minister explained, in his opening speech under the theme “Water in a Changing World… Innovation and Adaptation,” that this new system brings together, for the first time, six fundamental pillars:

  • Seawater desalination
  • Dam construction and expansion
  • Reuse of treated wastewater
  • Groundwater recharge
  • Digitalization and artificial intelligence in management
  • Binding regional water contracts

Mr. Baraka revealed the following figures reflecting major national efforts in desalination:

  • 17 desalination plants currently operational, producing 350.3 million cubic meters annually
  • 4 new plants under construction that will increase production by an additional 567 million cubic meters
  • 11 planned projects that will add 1.7 billion cubic meters by 2030, bringing the total to over 2 billion cubic meters annually, with all plants powered by renewable energy to ensure environmental sustainability.

The Minister also noted that Morocco has adopted, for the first time, integrated master plans for water basin development through 2050, forming the basis of the National Water Plan that ensures convergence among the state, regions, territorial communities, and the private sector.

Mr. Baraka emphasized that the Kingdom is strongly moving toward an integrated “Water-Energy-Food” nexus model, with tangible results on the ground including:

  • Use of treated wastewater for irrigating green spaces, golf courses, and public gardens
  • Providing industrial water for major factories
  • Rationalizing water use in agriculture through modern irrigation techniques

The Minister concluded his speech by affirming that the water stress Morocco is experiencing is no longer circumstantial but has become structural, requiring creativity, smart governance, and international partnerships, noting that this World Congress – organized under the High Patronage of His Majesty the King – represents a historic opportunity to present practical and innovative solutions.

Thousands of experts and decision-makers from over 100 countries are participating in the 19th World Water Congress, held from December 1-5, 2025, in Marrakech, with a rich program including a ministerial roundtable, 4 high-level sessions, over 140 technical sessions, and an extensive exhibition of the latest global water technologies.
