Educational Administrators Union Announces Continuation of Escalating Action Program, Rejects Ministry’s New Circular, and Holds Berrada Responsible for Tension

Rabat – November 27, 2025

The National Union of Educational Administrators, affiliated with the Democratic Labor Confederation, issued a strongly-worded statement following its national bureau meeting on November 26 and 27, 2025, confirming the continuation of its escalating action program until its complete list of demands is achieved, and strongly denouncing what it described as “the ill-considered statements of Minister of National Education Berrada ” and “the improvised top-down management” of educational affairs.

Union’s Main Positions:

  • Categorical rejection of ministerial circular No. 2363/25 (dated 26/11/2025) which assigns educational administrators additional tasks (printing and distributing test subjects) outside their jurisdiction and without providing logistical capabilities
  • Explicit call to all educational administrators to refuse to receive continuous assessment subjects for the first phase at pioneer institutions unless provincial directorates copy them in sufficient numbers
  • Strongly-worded condemnation of the continued concealment of vacant positions and failure to respond to appeals in the transfer movement
  • Absolute solidarity with a number of educational administrators who were subjected to injustice and arbitrary dismissal (Ferkane, Taounate, Meknes, Tetouan…)
  • Final rejection of applying ministerial decision 1849.05 to graduates of the educational administration track

Comprehensive List of Demands (29 Points):

The statement included a detailed list of 29 urgent demands, most notably:

  1. Special and independent basic statute for educational administrators
  2. Increase complementary framework allowance + include it in pension calculation
  3. Creation of new grade after excellent grade
  4. Recognition of educational administration diploma as equivalent to master’s degree
  5. Cancellation of appointment of administrators in general guardianship duties
  6. Special allowances for pioneer institutions, night work, and preschool education
  7. Provision of physical security and legal protection for administrators while performing duties

The union concluded its statement by emphasizing that “what cannot be achieved through struggle will be achieved through more struggle,” calling on all male and female administrators to close ranks and fully engage in upcoming action steps without hesitation.
