Updating the Sahara Autonomy Initiative: Parliamentary Parties Submit Their Proposed Memoranda to the Royal Court in Implementation of the King’s Directives

Rabat – National political parties represented in both chambers of Parliament began on Sunday, November 23, 2025, submitting their detailed memoranda to the Royal Court, containing their visions and proposals regarding the updating and detailing of the autonomy initiative in the Southern Provinces, within the framework of Moroccan sovereignty and national territorial unity.

Well-informed sources confirmed that this step comes in direct implementation of the Royal Directives contained in the speech of His Majesty King Mohammed VI to the Nation on the occasion of the Glorious Anniversary of the Revolution of the King and the People, on October 31, 2025, in which he called for a broad participatory and consultative approach involving national political bodies, institutions, and the nation’s living forces, with the aim of improving this initiative that Morocco submitted to the United Nations in 2007.

Consultative Meeting at the Royal Court

Monday, November 10, 2025, witnessed a meeting at the Royal Court in Rabat, chaired by the King’s advisors – Taïeb Fassi Fihri, Omar Azziman, and Fouad Ali El Himma – with the secretaries-general of political parties represented in Parliament, attended by Minister of Interior Abdelouafi Laftit and Minister of Foreign Affairs, African Cooperation and Moroccans Residing Abroad Nasser Bourita. During this meeting, party leaders affirmed their commitment to submitting their memoranda as soon as possible, reflecting the national consensus around the Royal approach to the Moroccan Sahara issue.

Main Memoranda Submitted So Far

Parties began submitting their memoranda this week, focusing on improving the 2007 initiative as the basis for a permanent political solution, based on international references and laws related to rights and freedoms. Among the prominent announcements:

  • Justice and Development Party (PJD): Submitted on Friday, November 21, 2025, a memorandum containing recommendations and proposals regarding updating the initiative, after an initial meeting of the General Secretariat chaired by Secretary-General Abdelilah Benkirane on November 11, which focused on enriching strategic visions.
  • Istiqlal Party: Its political bureau approved a detailed memorandum on November 22, praising international gains for the Moroccanness of the Sahara, which was referred to the Royal Court.
  • Authenticity and Modernity Party (PAM): Formed a special committee from the political bureau immediately after the Royal meeting to draft a memorandum based on documents from the integration congress and the 2007 proposal.
  • Popular Movement (MP): Its strategic thinking committee is working on preparing the memorandum, expected to be completed within days, with assistance from economic and political figures.
  • Al-Mizane Party: Held two consecutive executive committee meetings to discuss visions.

Other parties, such as the Progress and Socialism Party and others, continue to accelerate work to prepare final versions, with expectations of completing submissions during the current week and the beginning of next week.

Involving Unions and Living Forces

In parallel with the parties, the six major trade union centers began formulating their proposals, after their meeting with Ministers Laftit and Bourita on November 14, where they were urged to expedite submission of their memoranda to enhance the comprehensive nature of the approach.

This movement constitutes a strengthening of national consensus on the Sahara issue and a Moroccan response to international calls to provide additional details about the initiative, while ensuring commitment to UN references and recent diplomatic gains.
