Private Sector Doctors Send Strong Protest Letter to Competition Council Against Akdital’s Acquisition of Rochaktalim Company

Rabat – November 20, 2025

The Union Coordination of General Practitioners in the Private Sector (CSMGP) and the National Coalition of Liberal Doctors (CNML) have submitted an official and detailed objection letter to the President of the Competition Council, containing sharp legal and professional observations against the economic concentration operation announced on November 13, 2025, involving the joint control of Rochaktalim SA by:

  • Akdital SA Group (the historical shareholder)
  • Mc IV Diagnostics SA company
  • Mediterrania Capital IV Morocco funds (Compartments 1 & 2)

The two unions considered that this operation represents a new step toward a comprehensive monopoly of biological diagnostic services, medical imaging, proximity health centers, and private hospitalization by a single dominant player, directly threatening:

  • Fair competition in the healthcare market
  • The continuity of small and medium-sized private clinics
  • The independence of the medical profession
  • The quality and price of services for Moroccan patients

Main Objections and Concerns Raised in the Letter:

  1. Danger of Accelerated Economic Concentration The two unions confirmed that Akdital currently owns 39 healthcare institutions, and that adding the massive Rochaktalim network will create an entity controlling essential links in the national healthcare supply, weakening the liberal offering and leading to the closure of thousands of independent clinics.
  2. Potential Legal and Professional Violations in the Rochaktalim Model
    • Failure to consult the Medical Council before launching a national diagnostic network project (violation of the law regulating medical practice)
    • Ambiguity in the company’s legal status (is it a clinic? laboratory? proximity center?)
    • Employing doctors as employees of a commercial company, which is explicitly prohibited under the Medical Practice Law (Article 3), and remains exclusive to public institutions only
  3. Direct Threat to Liberal Medicine and Competition
    • Ability to impose unfair prices and commercial conditions on doctors and patients
    • Directing National Social Security Fund (CNSS) resources toward a single entity
    • Gradual destruction of public healthcare supply by luring doctors with high salaries and emptying government hospitals
  4. Request to Open In-Depth Investigation The two unions called on the Competition Council to:
    • Open a comprehensive investigation into the cumulative impact of Akdital’s recent acquisitions
    • Assess the likelihood of creating a monopolistic situation in the diagnostic and private hospitalization markets
    • Study the operation’s impact on service prices, patient access, and freedom of choice
    • Ensure compliance with laws regulating the medical profession and its independence

The two coordinations affirmed their full readiness to provide all professional, legal, and technical data to the Competition Council for conducting an objective assessment, emphasizing that their ultimate goal is:

  • Protecting the national healthcare system
  • Ensuring quality services at reasonable prices for patients
  • Preserving legitimate competitiveness and the independence of the medical profession

This union action comes in the context of escalating tension between private sector doctors and major healthcare investment groups, especially after the series of rapid acquisitions made by Akdital since entering the Moroccan market in 2021.
