Moroccan judges celebrate the “diplomatic Green March” and reaffirm their support for territorial integrity.

Statement of the Executive Bureau of the Moroccan Judges Club

On Friday, November 14, 2025, in the Red City of Marrakech, the Executive Bureau of the Moroccan Judges Club convened, based on the Club’s bylaws and internal regulations, to deliberate on the points included in the agenda within a responsible democratic framework.

On this occasion, the Moroccan Judges Club renews its sincere congratulations to His Majesty King Mohammed VI, may God grant him victory and support, the guarantor of the Kingdom’s territorial unity, and to the entire Moroccan people, on this great diplomatic victory related to the confirmation of the Moroccan autonomy proposal for the southern provinces under national sovereignty. The Club considers this achievement a catalyst for further concerted efforts to achieve comprehensive development for our beloved nation in various fields.

The Executive Bureau also expresses its thanks and gratitude to all members of the Moroccan Judges Club who contributed to the success of the regional assemblies and the renewal of regional offices and their presidents in the appellate districts of: Fez, Kenitra, Taza, Oujda, Tangier, Tetouan, and Marrakech. This reflects the continued support of judges for their serious and responsible framework. The Executive Bureau calls on all its members to engage and contribute to the process of completing the structural construction of the association regionally, ensuring broad and balanced representation.

In line with the Club’s objectives and competencies, and after extensive discussion of the points on the agenda, the following was decided:

First: Regarding the Defense of Material and Moral Rights of Judges

The Moroccan Judges Club renews its call to the competent authorities to provide material and moral justice to judges, in view of the volume of files and cases pending in courts, which judges work to process and issue rulings on within reasonable time frames.

While the Club recalls that the number of judges in the Kingdom does not exceed 4,600 judges who process approximately five million files annually, it considers that these strenuous efforts require recognition, appreciation, and incentives commensurate with the magnitude of responsibility and the weight of burdens. It also notes that judges’ salaries have not undergone a motivating review ensuring them a dignified living since late 2013.

The Club also emphasizes the necessity of providing protection for judges during and on the occasion of performing their duties, from various moral attacks they may face, dealing with them firmly, considering that the prestige of the judiciary is an integral part of the prestige of the state.

Second: Regarding the Integration of Judgments in the “SAJ 2” Application

The Moroccan Judges Club confirms its commitment to the court digitization and modernization project within the limits of judicial tasks, taking into account the difficulties and constraints facing this project, which requires effective communication and coordination from the competent authorities with various stakeholders to overcome them. The National Council of the Moroccan Judges Club had previously issued a recommendation on the subject, and its Executive Bureau had also previously addressed correspondence to the Supreme Council of the Judicial Authority.

Third: Regarding the Preparation of a Report on the State of the Judiciary and Justice System

The Executive Bureau announces the formation of a joint committee comprising members from it and members from the National Council, which will prepare a comprehensive report on the state of the judiciary and justice system during 2024 and 2025. This report will include a thematic diagnosis of the reality of justice, along with the vision and proposals of the Moroccan Judges Club, in implementation of the provisions of Article 110 of the Organic Law of the Supreme Council of the Judicial Authority. After presenting the draft report to the National Council for approval and submitting a copy to the Supreme Council of the Judicial Authority.
