Urgent Union Protest Against Moroccan Ministry of Health: Rejection of Integration of Healthcare Professionals’ Salaries in 2025 Budget

Rabat – The National Union Coordination of Healthcare Professionals sent an urgent protest letter to the Minister of Health and Social Protection, expressing its strong rejection of what was presented in the discussion of the Ministry’s draft sub-budget on Tuesday, November 4, 2025, before Parliament. The Coordination describes the integration of employed healthcare professionals’ salaries within the equipment and miscellaneous expenses chapter as a “coup” and “regression” from previous agreements, and a serious violation of acquired rights.

Protest Details: Retreat from July 23, 2024 Agreement

The Union Coordination confirmed in its letter that this measure completely contradicts Article Two of the July 23, 2024 agreement, which obligates the government to pay healthcare professionals’ salaries from the state’s general budget through the personnel expenses chapter, paid by the General Treasury of the Kingdom, with guaranteed permanent financial positions.

The measure also contradicts Paragraph 3 of Article 23 in Finance Law No. 24-60, which stipulated the continuation of the general budget’s responsibility for disbursing salaries from the General Treasury, in addition to implementing decree No. 2.25.547.

Risks of Tension and Undermining Trust in the Healthcare System

The Coordination warned that this “unhealthy” situation will lead to reigniting tension within the health sector and undermining the necessary trust between the Ministry and professionals, which hinders the implementation of the new healthcare system project. The letter demanded immediate correction of the situation and a return to full compliance with previous agreements to preserve sector stability.

Potential Reactions and Implications for Morocco’s Health Sector

This protest comes in the context of ongoing tensions between unions and the government regarding healthcare professionals’ rights, especially with the approaching implementation of major health reforms. No immediate official response has been issued by the Ministry of Health so far, but sources indicate that the Coordination is preparing for escalatory steps if there is no response.

These developments constitute a new challenge for the Moroccan government in managing the health sub-budget, amid union demands to enhance investments in the sector.
