Rabat – November 4, 2025 – Broiler chicken farmers in Morocco have called on the government to review customs duties and exempt chicks and compound feed from taxes upon importation, with the aim of reducing production costs and enhancing the sector’s competitiveness, especially for small and medium-sized farmers whose turnover does not exceed five million dirhams. These demands came during a roundtable organized by the Socialist Group of the United Opposition in partnership with the Moroccan Network of Small Bodies and Enterprises, dedicated to discussing the situation of these enterprises in the new Finance Bill.
Position of the National Association of Broiler Chicken Farmers
Mohamed Aaboud, President of the National Association of Broiler Chicken Farmers, expressed these demands, emphasizing that broiler chicken farming is an agricultural activity subject to a clear legal framework under Decree No. 2.12.481. He highlighted that this classification reflects the sector’s importance in supporting food security and the national economy, especially after the 2021 amendment to Article 46 of the General Tax Code, which included poultry farming within agricultural production.
Aaboud pointed to the main challenges faced by farmers, including:
- Sharp increase in feed and chick costs.
- Weak access to financing.
- Absence of agricultural incentives despite legal classification.
Key Proposals
Aaboud proposed immediate measures to support the sector, including:
- Review of customs duties.
- Exemption of compound feed from value-added tax.
- Debt rescheduling and cancellation of accumulated bank interest.
He confirmed that implementing these measures will reduce production costs, employ labor, and restore genuine farmers to their role within the national production chain. He also criticized the marginalization of small and medium-sized farmers by the Ministry of Agriculture, despite privileges directed to the sector since 2008.
