Rabat – Moroccan News Agency (MAP) – Minister of Health and Social Protection, Mr. Amin Tahraoui, announced today during a session at the House of Councillors that the ministry has begun reviewing medicine prices with the goal of reducing treatment costs and alleviating the direct financial burden on citizens. He also revealed the adoption of mandatory treatment protocols aimed at controlling expenses and rationalizing prescriptions.
The minister explained, in response to a question regarding rising treatment costs in Morocco, that the ministry is revising the National Reference Tariff (TNR) for the first time since 2006, as part of the work of the High Health Authority. He confirmed that this review is part of comprehensive efforts to improve the healthcare system, including strengthening oversight of billing and reimbursements through close partnership with the National Social Security Fund (CNSS), aiming to combat fraud and ensure system transparency.
Mr. Tahraoui pointed out that these measures come within the context of a major transformation experienced by the health sector following the historic expansion of mandatory health coverage, which enabled millions of Moroccans to access treatment after decades without coverage. He added that this expansion has led to increased pressure on the health system, necessitating improvements in service quality and expanding healthcare supply to meet growing demand.
The minister denied any increase in medicine prices or official tariffs for medical procedures, clarifying that the reference tariff in use dates back to 2006. He attributed the perception of rising treatment costs to higher demand for healthcare services, especially in the private sector, following the generalization of compulsory health insurance.
Tahraoui revealed that the number of beneficiaries under the mandatory basic health insurance system rose from 8.6 million in 2021 to 24.3 million in 2024, including 10.9 million covered by the AMO Solidarity system. The number of reimbursement claims increased by 37% over two years, from 17.4 million in 2023 to 23.8 million in 2024.
The minister affirmed that contribution levels in health coverage schemes are designed to be affordable for all, with the average monthly contribution for non-salaried workers around 177 dirhams, while contributions to the AMO Comprehensive system reach 160 dirhams. He emphasized the ministry’s commitment to easing the financial burden on citizens, ensuring fairness and sustainability of the national health system by improving reimbursement and care mechanisms and enhancing transparency in managing health expenditures.
