Ministerial Council Approves Electoral Reforms: 75% Financial Support for Youth and Regional Electoral Districts Exclusively for Women

The ministerial council, chaired today, Sunday, October 19, 2025, by His Majesty King Mohammed VI at the Royal Palace in Rabat, approved two draft regulatory laws concerning the House of Representatives and political parties, aiming to revitalize parliamentary life and strengthen the role of youth and women.

The draft regulatory law related to the House of Representatives seeks to ensure the integrity of the upcoming legislative elections. It includes strict measures such as “securing access to the parliamentary institution” against those convicted of offenses leading to the loss of electoral eligibility, adopting firm measures to exclude anyone caught in flagrante delicto committing crimes affecting the integrity of electoral processes, and stiffening penalties to deter any attempts to undermine election safety at all stages.

To encourage youth under 35 years old to engage in politics, the draft law provides for reviewing and simplifying candidacy conditions, whether with or without party endorsement. It also grants “significant financial incentives” to support them, covering 75% of their campaign expenses. In a significant step to enhance female representation, the law proposes designating regional electoral districts exclusively for women.

Regarding the draft regulatory law related to political parties, it aims to develop the legal framework governing them. The law focuses on establishing rules to enhance women’s and youth participation in party formation, improving internal governance, and regulating party finances and accounts to modernize party work in line with the evolving Moroccan society.
