Moroccan Sahara: Russia’s Veto on the Table… How Morocco Is Preparing for the Fateful Security Council Resolution

On Thursday, October 9, 2025, Russian Deputy Minister of Foreign Affairs Sergey Vershinin held talks with Morocco’s Ambassador to Moscow, Lotfi Bouchara, focusing primarily on the Moroccan Sahara issue, as well as the regional situation in the Middle East, North Africa, and the Sahel region.

According to a statement from the Russian Foreign Ministry, both sides reaffirmed their commitment to prioritizing political and diplomatic solutions to crises, within the framework of respecting international law and under the auspices of the United Nations.

The discussions also covered the agenda of the United Nations Security Council, with special emphasis on the peace process in Western Sahara, as the Council prepares to adopt a new resolution on the matter before the end of the month.

This meeting comes amid intensive diplomatic activity, with Morocco, supported by the United States, France, and the United Kingdom, hoping that the upcoming UN resolution will represent a decisive turning point in the conflict’s trajectory. Meanwhile, Russia, as a permanent member of the Security Council with veto power, continues to play a pivotal role in balancing the sensitive file.

It is worth noting that the same Russian Deputy Foreign Minister previously received Algerian Ambassador Toufik Jouam in a meeting at the end of October, reflecting Moscow’s engagement in listening to various parties ahead of the forthcoming UN vote.
