Strict Instructions for Patient Transfers: Only Under Medical Supervision and Accompanied by Qualified Staff

The Minister of Health and Social Protection, Amin Tahraoui, has mandated all healthcare institutions to ensure prior medical coordination for patient transfers through an official ministerial circular. The minister emphasized that current practices without coordination put patients’ health and safety at serious risk.

The circular, addressed to directors of health groups, university, and regional hospitals, responds to observations made by the ministry regarding patient transfers conducted without prior medical organization or coordination with emergency medical assistance services (SAMU/SMUR), and sometimes without notifying receiving institutions. The ministry confirmed that such practices violate existing regulations and place responsibility on the involved professionals and institutions.

The ministry clarified that any patient transfer must be carried out within a coordinated medical framework, which determines the most appropriate destination based on the readiness of the healthcare facility and ensures the availability of necessary means for safe transport. Each transfer must be medically justified by the referring physician with clear clinical reasons.

The circular requires each receiving healthcare institution to appoint a responsible physician to approve patient admissions. It also stresses that the treating medical teams are responsible for all preparatory procedures, including stabilizing the patient’s condition, administering necessary treatments, and preparing transport equipment.

According to the ministerial circular, the patient must be accompanied during transfer by a qualified member of the healthcare team to ensure continuity and quality of medical care.

The ministry called for immediate dissemination of these instructions to all concerned professionals and the strict implementation of its provisions to safeguard patient safety.
